The Institute for Innovation and Implementation with the University of Maryland, Baltimore School of Social Work has a research position opening and is seeking a motivated individual to join our team. The Institute's Parent Infant Early Childhood team compiles and analyzes data to guide systems and programs in their efforts to improve outcomes for young children and their families across several local and statewide programs. The Senior Research Analyst is responsible for conducting advanced analyses, research activities, and programs to promote a culture of assessment and evidence-based decision making; compiling and interpreting research and econometric data according to standardized methods and procedures; and providing final interpretations to others. This position works independently, exercises professional judgment and initiative, and is accountable for the delivery and reliability of their work. The Institute's research and evaluation team compiles and analyzes data to guide systems and programs in their efforts to improve outcomes for children, families, and communities. Our goal is to facilitate the translation of evidence-based and promising practices to the field, and to draw from their implementation successes and challenges to inform and conduct research. This unit manages multiple projects focusing on both building infrastructure in maternal and child systems as well as improving the overall health and well-being of pregnant women, children birth to age 8, and their families. There is particularly focus on encouraging social and behavioral success and decreasing health disparities. The selected candidate's rank will be determined upon review of their qualifications with possible titles being Senior Research Analyst or Lead Research Analyst.
The Institute for Innovation and Implementation works to bridge gaps across science, policy, and practice to improve outcomes for and with children, youth, young adults, and families. Over the past decade, The Institute has been involved with many key children's initiatives in Maryland and across the nation, many of which have been supported by federal grants, waivers, and contracts from the U.S. Department of Health and Human Services' Administration for Children and Families (ACF), Office of Juvenile Justice & Delinquency Prevention (OJJDP), Center for Medicare & Medicaid Services (CMS), and Substance Abuse and Mental Health Services Administration (SAMHSA). The Institute serves as the coordinating partner of The Technical Assistance Network for Children's Behavioral Health (The TA Network), a SAMHSA-funded national technical assistance center supporting more than 70 grantees across the country. It is also a core partner in the National Wraparound Initiative. In Maryland, The Institute works closely with the Departments of Education, Human Resources, Juvenile Services, and Health and Mental Hygiene, supporting and informing systems-level reform efforts.

Essential Functions (will vary by position level):
Develops effective methods of data collection and assessment. Ensures validity and accuracy of data and compliance with quality control requirements.
Designs and conducts quantitative and qualitative research projects, analyzes findings, develops conclusions, writes reports, prepares presentations of relevant findings and conclusions, and recommends appropriate actions.
Establishes and maintains database files, performs required data extraction through programming and reports on progress of programs, studies, and/or projects. Duties include performing and/or supervising data collection. May receive, inventory, enter, organize, and verify validity of any collected data.
Performs simple and sophisticated data searches and exchanges among micro, mini, and mainframe-based statistical software applications to generate standard and customized reports using statistical applications.
Summarizes and prepares manuscripts, presentations, and proposals by providing and presenting statistical information as tables, charts, or graphs.
Performs economic analyses (e.g., cost analysis) in collaboration with senior staff and faculty.
Communicates with providers and stakeholders regularly as part of data collection, analysis, and reporting process.
Provides guidance, training, and mentoring to less experienced personnel in research methods and qualitative and quantitative analysis.
Develops, recommends, modifies, and implements policies and procedures and/or methods for research.
Collaborates with implementation team members to ensure successful project administration.
Performs other related duties as assigned.
Senior Research Analyst: Education: Bachelor's degree in Social Science, Public Policy, Mathematics, Statistics, Information Management, Health Science or Services, or in a field of study related to the research. Master's degree is preferred. Experience: Two (2) years related experience in a research environment required. Other: May consider a combination of directly related experience and education.
Lead Research Analyst: Education: Bachelor's degree in Social Science, Public Policy, Mathematics, Statistics, Information Management, Health Science, or in a field of study related to the research. Master's degree is preferred. Experience: Three (3) years of related experience in a research environment required, including two (2) years in the relevant research specialization. Preferred Experience: Experience in SAS, STATA, SPSS, and/or Excel preferred. Other: May consider a combination of directly related experience and education.

Skill in using measurable and verifiable information for making decisions and judgments. Skill in statistical programming, data analysis, and interpreting findings using statistical software as well as spreadsheet applications.
Strong organizational skills, including the ability to manage multiple projects at once, respond to tight timelines, pay attention to detail, and operate effectively in a fast-paced environment.
Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Skill in writing and presenting information in a clear and concise way. Hiring range for a Senior Research Analyst is low to mid 50s, commensurate with education and experience.
Hiring Range for a Lead Research Analyst is in the 60s, commensurate with education and experience.
