Energy Resource Analyst I

EWEB seeks an entry-level Energy Resource Analyst to support its long-term Power Planning team.  The Energy Resource Analyst I will support the development and implementation of EWEB’s integrated energy resource plan and work with internal and external staff to influence policy and regulatory decisions related to energy, capacity, transmission and environmental attributes.   This position will speak on behalf of EWEB in regional working groups, subcommittees and task forces as needed.  The candidate’s initial focus will be EWEB’s power purchase agreements (specifically, the Bonneville Power Administration Regional Dialogue Contract), and their relationship to EWEB’s long-term resource portfolio.

The Energy Resource Analyst I will analyze the impact of regional, state, and local policy on EWEB’s power and transmission contracts, resource portfolio, finances, and operations. This position will develop a comprehensive understanding of regional markets (including but not limited to northwest wholesale markets, Energy Imbalance Markets (EIM), Resource Adequacy, Regional Transmission Organizations (RTO) or Independent System Operators (ISOs), and carbon pricing) and will support development of the complex models and analyses necessary to determine their impact to EWEB’s power portfolio. In order to understand EWEB’s power portfolio, the successful candidate will develop operational knowledge around EWEB’s trading, scheduling, risk management and hedging practices.  The analyst will strive to align emerging policy and business practices with EWEB’s organizational goals and operations. The successful candidate will have the ability to analyze and communicate complex ideas, build relationships internally throughout the NW region, and identify and advocate for those policies that are in the best interest of EWEB and its customer owners. 

The Energy Resource Analyst I may also:

• Participate in energy related planning efforts and support coordination of community involvement processes to determine public preferences related to energy issues. Coordinates efforts with other departments to develop action plans to implement policy direction.
• Represent EWEB in regional/state energy planning and regulatory forums and influences policy and regulatory decisions. Contribute to studies or analyses to help resolve complex public policy issues.
• Support review and development of systems for assuring compliance with regulations.
• Support the development of integrated resource planning analytics for supply and demand-side programs and resources; the performance of resource optimization, trading and client services activities; and, support the impact evaluation and makes recommendations for changes.
• Contribute to negotiation and management of wholesale and retail contracts with major customers, and other duties as assigned.
• Assist in economic, technical, and environmental analyses concerning potential energy supply and demand-side resource alternatives.

The successful candidate will :

• Possess excellent verbal and written communication skills and demonstrated ability to communicate complex analytical concepts and translating them for both technical and non-technical audiences.
• Have experience managing relationships and negotiations with stakeholders.
• Demonstrate initiative and and ability to seek value-added work.
• Possess experience analyzing complex information, including reading and interpreting contracts, forecasting and analyzing regulatory impacts, and an understanding of applicable or state and Federal policies.
• Be able to travel and work in the Portland metro area approximately 25% of the time, including overnight travel.

The starting salary for this position is between $67,910.35 -$84,888.10 annually, commensurate with knowledge, skills, education, and experience as it relates to the position.
