Full-Time Project Manager - Southwick Dislocated Worker Grant: Staff Associate; MassHire Merrimack Valley Career Center; Grant Funded; 37.5 hours per week; Non-Unit Professional Position The Project Manager will oversee the daily operations of the MassHire Merrimack Valley Career Center Southwick National Dislocated Worker and Trade project. The Southwick Grant includes services to workers affected by three (3) company closings. These companies are Southwick LLC; Philips, North America; and 3M Touch Systems. Many of the workers to be served by this project are limited English speakers. The Project Manager will supervise all project staff in an effective and professional manner to ensure the full implementation and operation of services to eligible customers; provide service oversight to ensure regulatory compliance and project goal attainment; and ensure the delivery of high-quality services and the attainment of both maximum customer engagement and customer satisfaction. This position does not work on the college campus. It is located at the MassHire Merrimack Valley Career Center at 255 Essex Street in Lawrence. This position will report to the MassHire Merrimack Valley Career Center Executive Director.
- Responsible for designing and implementing effective outreach and recruitment strategies through the coordination of activities with the local Rapid Response team, MA Department of Unemployment Assistance (DUA) and MA Department of Career Services (DCS) staff, MassHire Merrimack Valley Career Center staff, and appropriate company officials.
- Work at company sites with Rapid Response staff, as necessary, to explain all aspects of the project and services to affected employees.
- Participate in the interviewing, rating and hiring of project staff.
- Ensure that project staff are trained on all aspects of the project including, but not limited to, NDWG and Trade eligibility determination and required documentation, determination of customer marketability and educational or occupational training needs, provision of appropriate labor market information, case plan requirements, process for requesting training, job search support strategies, customer follow-up, case folder maintenance, data entry requirements, and new policy directives and/or changes.
- Through direct supervision and monitoring, ensure that staff are conducting eligibility and service procurements in accordance with WIOA, National Dislocated Worker Grant (NDWG), Trade Act, and career center regulations and are providing and documenting services that will lead to the best possible outcomes for customers.
- Regularly evaluate project plan against actual outcomes and implement actions to ensure attainment of program objectives and goals.
- Review and approve counselor support service requests as appropriate.
- Work closely with all community-based organizations, community colleges and other approved training vendors and/or other entities to design an effective mechanism for referring customers for service and job placement.
- Manage, design, and implement customer satisfaction surveys. Collect and analyze customer satisfaction survey results to improve center services.
- Make recommendations for process improvement and greater efficiency.
- Conduct regular meetings with staff to evaluate and assess Center operations.
- Work closely with the Career Center Executive Director and NECC fiscal staff to ensure appropriate expenditures of funds and program operations within approved budgets.
- Prepare quarterly narrative reports for submission to the Massachusetts Department of Career Services and provide project reports to the Career Center Executive Director, as requested.
- Coordinate, plan, and develop written narratives, implementation schedules, staffing patterns and other budgetary considerations for project extension requests.
- Perform other duties as assigned by the Career Center Executive Director.
Job Requirements:
MINIMUM QUALIFICATIONS: - Bachelor's Degree
- Minimum of five years related workforce development experience
- Strong organizational, leadership, and supervisory skills
- Demonstrated knowledge of federal workforce development funding (WIOA), regulations, and effective program models
- Experience in effective development and delivery of workforce development services
- Knowledge of regional community service agencies, training providers, and regional employment and workforce trends
- Ability to function effectively in a deadline driven environment while handling multiple and simultaneous responsibilities
- Strong customer service and oral and written communication skills
- Computer skills, including Word, Excel, Power Point, and Outlook
- Ability to work weeknights and Saturday hours, if needed
- Transportation and valid driver's license
PREFERRED QUALIFICATIONS: - Ability to develop and maintain effective working relationships with community and partner agencies
- Ability to adapt to constantly changing environments and priorities
- Familiarity with electronic reporting procedures including accurate and timely data entry and report generation; experience in utilizing and good understanding of the MOSES Database
- Bilingual fluency - English/Spanish
- Experience working with and supporting a culturally diverse, urban population in a Hispanic-Serving Institution
Additional Information:
