Job Summary The Import-Export Analyst reports to the Director of the Export Compliance Office. The Analyst provides full export compliance support, reporting to the Director and the Export Compliance Technical Specialist in the day-to-day operation and implementation of the Caltech import/export compliance program. The Analyst serves as the point of contact for campus personnel and external clientele regarding issues that are subject to the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the Office of Foreign Assets Control Regulations (OFAC), and U.S. Customs Regulations, including the Harmonized Tariff Schedule. The Analyst must be experienced in export classifications and export license determinations. The Analyst researches and prepares commodity classifications, license determinations and preparation of export licenses or other regulatory licenses, authorizations or permits for final approval by the Director. The Analyst oversees all export shipments to insure that all export control requirements are properly addressed. Must be a self-starter and work with minimum supervision.
Assist in ensuring that the campus is compliant with all import and export control laws and regulations and related government requirements.
Responsible for researching products and making timely and accurate classifications using the U.S. Harmonized Tariff Schedule and Schedule B.
Responsible for researching products and making timely and accurate classifications of export control commodities, technology, and software as required by the ITAR and EAR.
Responsible for creating and maintaining files, including import-export classification files and logs, and maintenance of the export control searchable database.
Provide import/export education classes for campus staff and researchers and communicate and reinforce compliance policies and procedures.
Responsible for development and implementation of desktop processes, tools and forms applicable to US import/export international shipment operations.
Assist with gathering and entry of data for submission of export licenses, CCATS submissions (Commodity Classification Automated Tracking System) or import authorizations or permits and tracking.
Responsible for daily import/export support, including Restricted Party Screening.
Contribute as team member to import/export compliance process improvements.
Assist the Director with import and export compliance program development and projects as required.
Other duties may be assigned.
Bachelor's Degree or comparable experience required.
Ability to work independently by applying import and export rules and regulations to daily activities and exercising sound judgment.
Experience in interpreting U.S. Customs Regulations, including HTS, CFR 19, Explanatory Notes, Customs publications, and Schedule B.
Experience with U.S. Export regulations and laws (ITAR, EAR and OFAC) and experience with export/import classifications and denied party screening requirements.
Experience with import and export control commodity classifications and denied party screening required.
Effective team player, with ability to work well with people; ability to work idependently with good interpersonal skills.
Requires ability to handle confidential matters with discretion and exercise good judgment.
Excellent oral and written communication skills required.
Excellent organizational skills; ability to work on multiple concurrent tasks and projects and ability to re-prioritize on a continuous basis.
Excellent computer skills; prior experience with eCustoms, Excel, Microsoft Word, AES, SNAP and D-Trade preferred.
