The IS Business Analyst Manager is responsible for the oversight of ONS’s IS Business Analysts that enable change in the organization by defining business needs, fostering business relationships, and recommending solutions that deliver value to stakeholders. This role develops standard processes and practices for ONS’s IS business analysts and will also be responsible for standardizing and streamlining certain ONS business processes. The ideal candidate should possess an understanding of requirements management, quality assurance, data analysis, business process engineering, vendor relations, and the Information Technology Service Management lifecycle. They will identify business requirements, communicate them to the Information Services team, and translate them into service and operational agreements.
Remote opportunity - This is a full-time remote (work from home) position. Occasional travel to the ONS Headquarters in Pittsburgh, PA throughout the year is required.
Provides oversight, mentorship and leadership to ONS’s IS business analyst team.
Serves as the lead IS business analyst on ONS’s Core Business Applications (CRM, ERP, LMS, etc.). Responsible for the development of the documentation of ONS’s best practices for their core business Applications.
Collaborates with the ONS’s business analysts to develop and ensure standard processes, standard operating procedures, and practices. Responsible as the manager of the ONS’s technical documentation including its business process inventory.
Meets with users to determine the scope, needs, and functional requirements of changing systems. These can be elicited via interviews, observation, immersion, prototyping, business process mapping, and workflow analysis.
Critically evaluates requirements gathered to reconcile conflicts, evaluate business needs, and compile and organize data gathered into a form that technical resources can utilize to build solutions. Forms may include wireframes, sitemaps, data and content models, and timelines.
Enforces, coordinates, and maintains the incident, problem, and change management processes and standards in conjunction with the Information Services Supervisors. Proactively tracks and coordinates technical resources to resolve incidents, problems and change requests per SLAs (Service Level Agreements) and OLAs (Operational Level Agreements) along with communicating to technical resources and stakeholders changes in the status of incidents, problems, and change requests.
Coordinates business relationships and communications between the Information Services department and other ONS departments, vendors, and consultants. Serve as the product owner on behalf of stakeholders by planning and prioritizing the organization backlog
Provides input on programs and services in the IS Department by analyzing business needs. Assists in motivating Information Services team members to improve the department’s services and programs. Creates, evaluates and measures whether services and programs are meeting the organization’s strategic and operational needs via SLAs and OLAs. Resolves business and Information Services roadblocks in a timely manner.
Responsible for the coordination, organization and development of the Information Services department’s technical documentation and service catalog.
Works with ONS staff, IS resources, and 3rd party vendors to ensure the quality of solutions delivered to the ONS Enterprise. This includes the development, execution, and remediation of QA and testing plans.
Works with ONS staff to assist in data analysis needs for various areas of the business. This includes the development of dashboards and other tools to provide stakeholders. This also includes being an active participant in the development and management of ONS’s data governance.
Ensures the development of accurate documentation, including end-user manuals, and change logs. Trains staff on changed systems and processes.
Works with technical resources to identify and recommend the creation, modification, and integration of systems to promote organizational efficiency and productivity. Bases work on incidents, problems, and the organization's service-level needs.
Assists in the development of usability, performance, timelines, contracts, resources, milestones, and hardware/software architecture in conjunction with the technical resources.
