Responsible for providing in-depth analysis for enterprise business applications, software application analysis and improvement, as well as business process analysis and improvement. Business user support includes but is not limited to; coordinating with the business community to ensure consistent and efficient use of enterprise software applications and software tools, maintaining good working relationships and communication with the business community and external entities, collaborating with the business community on gathering and documenting new business functionality requests and requirements and providing recommendations and/or suggestions on potential software solutions, providing functional prototypes of new process flows, work flows, and systems.
NOTE: There is one position available and this position will be filled at either the IT Business Analyst I (Job grade NB17), IT Business Analyst II (Job grade NB19), IT Business Analyst III (Job grade NB21), or IT Business Analyst (Job grade NB23). This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Elicit and document requirements for a variety of projects related to information technology.
Produce requirements, test plans, test cases, user guides and flow diagrams
Perform trace analysis to map requirements through design to test plans and test cases.
Act as a primary tester for technology projects.
Drive changes to the technical environment through the Change Approval Board.
Attend ongoing/recurrent business applications training.
Assist other staff with technical writing services to produce design and other project related documents.
Assist in planning for the implementation of new releases of business applications.
Coordinate and organize the business community in User Acceptance Testing (UAT)
Actively engage with the business community to understand, document and promote the needs of key stakeholders.
Optimize workflows of business applications
Maintain awareness of current business systems software tools technology and provide evaluations, input and recommendations to Tri-State staff.
Map requirements to commercial software products and participate with IT in the procurement process.
Develop, in conjunction with IT staff and users, estimates and cost benefit analyses for assigned projects.
Lead planning for the implementation of new releases of business applications.
Contribute to and promote adoption of standardized methodologies as identified by the Program Management Office.
Train Business Analysts in key skills

REQUIRED JOB QUALIFICATIONS:
Education and Training:
Bachelor's degree in Computer Science, Management Information Systems, Information Technology or related area or equivalent combination of education and/or experience.

A deep knowledge of the full life cycle of software development.
Advanced knowledge and skill in planning and executing the elicitation of user requirements.

Willingness to travel as required. (Must possess a valid driver's license.)

DESIRED JOB QUALIFICATIONS:
