The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) is seeking a SAS Programmer or Programmer Specialist to join its Programming Operations team. Hilltop uses a data-driven approach to inform key state and federal policymakers on health care financing and delivery system reform in Maryland and other states. Hilltop uses complex SAS programs to transform, standardize, and load data into a central repository and relational data warehouse. Data sets within the repository include Medicare and Medicaid administrative data, hospital discharge data, nursing home assessment data, and long-term services and supports (LTSS) assessment and program participant data. Hilltop uses rigorous SAS programming further to restructure and format data in order to develop methods of evaluating health care quality and performance measures, conduct program evaluation, and perform rate setting. The team also maintains the MMIS-based interactive web-based Decision Support System (DSS) to meet the reporting needs of health care policy decision-makers. Clients include the Maryland Department of Health, the Maryland Health Care Commission, the Developmental Disabilities Administration, and the Health Services Cost Review Commission, as well as the federal government and Medicaid agencies in other states.
Hilltop seeks a SAS Programmer or Programmer Specialist with additional experience in SQL programming, strong analytical skills and a solid grasp of data management. Hilltop’s Programming Operations team is at the forefront of knowledge in working with large Medicaid and other health-related databases. This is not a statistical programming position.
The SAS Programmer or Programmer Specialist* will be responsible for developing and managing multiple SAS programming projects. Specific duties include:
Developing and maintaining Hilltop’s Medicaid (MMIS), Medicare, LTSS assessment, and nursing home assessment (federal Minimum Data Set, or MDS) data, as well as inpatient and outpatient hospital discharge data
Performing SAS programming under a variety of operating systems
Providing technical advice to analysts
Reporting all findings to clients, both internal and external
Performing other duties as assigned
*Note: Title will be determined by candidate’s qualifications and experience.
Required Minimum Qualifications:
Requires a Bachelor’s Degree (Master’s preferred) and three years of SAS programming or related experience. (Note: A Master’s Degree may be substituted for two years of the required experience.) Must have strong analytical skills with attention to detail; be comfortable working in both a team environment and independently; be proficient with Microsoft Word, Excel, and PowerPoint; and have excellent verbal and written communication and time management skills.

The ideal candidate will possess the following professional and interpersonal competencies: a strong interest in working with large data sets; programming experience with SQL and familiarity with Python and UNIX /Linux; a knowledge of large databases, such as Medicare and Medicaid; the ability to work in multi-disciplinary teams and be flexible in a fast-paced environment; and excellent interpersonal skills.
