The Pathology Department is seeking a Senior Programmer Analyst who will be responsible for the creation, implementation, maintenance, performance, production support and documentation of various departmental and enterprise-wide application systems. This includes but is not limited to the installation, modification, and testing of new and/or upgraded applications (packages or home grown), operating systems, file structures, hardware, communication devices, and productivity tools. Applies analysis techniques and procedures to gather and then translate business requirements into functional/technical specifications and designs. Using functional specifications and designs, produces all or part of the deliverables. Maintains databases and application system code.
Under limited guidance, responsible for full life cycle of small to medium sized moderately complex projects.
Demonstrates strong ability in technology and/or strong understanding of the business/clinical/education process.
Builds and maintains client relationships through positive interactions.
Specific Duties & Responsibilities:
Analysis & Requirements Gathering:
Define highly complex business/clinical/education problems by meeting with clients to observe and understand current processes and the issues related to those processes. Provide written documentation of findings to share with the client and other IT colleagues.
Gather moderately complex system requirements by meeting with clients and researching existing technology to understand the business requirements for new applications.
Design & Development:
Develop detailed tasks and project plans by analyzing project scope and milestones for moderately complex projects in order to ensure product is delivered in a timely fashion according to software lifecycle standards.
Write functional/technical specifications from the highly complex system requirements, putting them into functional and technical descriptions for use by programmers and business analysts to develop technical solutions.
Develop/change data input, files/database structures, data transformation, algorithms, and data output by using appropriate computer language/tools to provide technical solution for moderately complex application development tasks.
Document code and associated processes by adhering to development methodologies, adding code comments and appropriate documentation to various knowledge-base system(s) to simplify code maintenance and to improve the support.
Testing & Documentation:
Create and document moderately complex test scenarios using the appropriate testing tools to validate and verify application functionality.
Test all changes by using the appropriate moderately complex test scenarios to ensure all delivered solutions work as expected and errors are handling in a meaningful way.
Author and maintain documentation by writing audience-appropriate materials to serve as technical and/or end-user references.
Implementation & Maintenance/Oversight:
Implement changes by adhering to the change management policies and procedures for any given project to communicate to all parties the nature, significance, and risk factors of the solution.
Monitor changes and resolve moderately complex problems by responding to problems as they occur, by reviewing all processing and output of the newly implemented solution, and by proactively ensuring the solution works successfully in order to satisfy the customer requirements and to provide a smooth transition to the new solution.
Provide support by triaging and resolving complex issues to ensure prompt, effective service.
Perform miscellaneous related duties as assigned.
Minimum Qualifications (Mandatory):
Three years' related experience.
Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Bachelor's Degree in Computer Science, Information Technology, Programming or related field.
Web Development and Digital Marketing skills including but not limited to: WordPress, Craft CMS, Google Analytics, Google AdWords, Canva.com, Balsamiq, Usability and User Experience (UX) design, Responsive (mobile friendly) design.

While performing the duties of this job, the employee may remain in a stationary position (sitting or standing) up to 80% of the time. The employee is required to operate computer keyboard and mouse for a significant portion of the workday (repetitive motion).
Prolonged vision requirements including viewing computer screen, paper reports/documents, charts and results. Visual acuity may be required to distinguish fine gradation of color.
While the daily work location is within an administrative office.
There are work activities in the laboratory environment.
Exposure to toxins and infectious agents exist, but potential for personal injury or harm is minimized if established safety and health precautions are followed.
Must refer to and are expected to comply with procedure manuals, follow proper laboratory protocols and safety policy/procedures, and be familiar with material data safety sheets in assigned work areas.
Able to read and understand all Health, Safety and Environment (HSE) guidelines applicable to assigned work area.
Working in laboratory where there may be discomforts due to odors, noise, temperature fluctuations, and working around lab equipment. Research areas may include animal, human, human products, DNA, and radiation protocols. Use of personal protective equipment may be advised or required.
May transport equipment and supplies usually less than 40 pounds from one area to another (example: moving computer equipment or file boxes). May be required to lift and/or move up to 50 pounds with proper training, or precautions/lifting aides. In some areas, workspace is limited.
Staff may be required to complete annual competency review, and must insure compliance with Johns Hopkins Policy, Laboratory Policy & Procedure, Health, Safety & Environment regulations, and all applicable privacy & confidentiality laws/practices.
Laboratories operate 24/7 with schedules on day, evening, or night shift. Rotating schedules which may include weekend work and holiday assignment. On call or call back support by IT staff is required, including during times of declared emergency.
JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
