About the Position
Acting as a senior member of General Services' management team, the Senior Capital Project Manager (SCPM) oversees new and developing projects throughout the County of Sonoma. The SCPM ensures capital improvement projects are delivered on time, on budget, and meet customers' satisfaction. Supporting the SCPM in these efforts are two Capital Project Managers (CPM). One CPM oversees the Justice Team who is responsible for managing projects at the Main Adult Detention Facility, Sheriff’s Office, District Attorney, Public Defender, and Probation. The second CPM oversees the Government Team who manages all other County projects including Americans with Disabilities Act design and the general construction program. In addition to providing leadership for the Capital Projects Division, the SCPM is responsible for directly managing the most complex design and construction projects.
The SCPM will act as lead project manager for the development and investigation of the new County Government Center. This high-level project seeks to replace the County’s existing, aging facilities. Key project responsibilities include working with consultants in environmental impact research, state and federal funding/legislation, complex commercial/civic architectural design and engineering, program validation, staff and community outreach, and overall project management.
Additional responsibilities include:
Supervising and leading staff to optimize team dynamics to build a motivated and high performing team; including performance management, assignment of projects, balancing workloads through the consideration of staff strengths and areas of expertise.
Monitoring required levels of productivity for reimbursable staff
Advising staff of potential risks to execution and when to take corrective action
Ensuring projects comply with applicable laws, codes, regulations, and policies
Providing consultation on design and construction issues, accessibility standards, means and methods of construction, cost estimating, contract management, and procurement processes
Recommending and implementing process improvements to project management
As part of Continuity of Operations (COOP) team, leading Emergency Operations Center (EOC) staff during declared emergencies
As our next SCPM, you will bring to the position your strong leadership and mentorship skills; dedication and desire to improve the built environment and embrace the County Board of Supervisors’ goals of sustainability, energy independence, social equity, and greenhouse gas reductions; and a solution-oriented mindset directed at overcoming complex building challenges. You will also bring your proven capital project management experience as well as experience and knowledge in the following areas:
Public Contract Code, including references to Uniform Building Code and National Fire Protection Association
Americans with Disabilities Act
Principles of energy efficiency, sustainability and carbon reduction strategies
Practices in Historic Preservation and Cultural Resources
Government capital building policies and procedures
Computer aided design and drafting
Proficiency in Microsoft Office Suite, including Microsoft Project
Requirement: To be considered for this position, possession of a current, valid certificate of registration as an Architect or Engineer issued by the State of California, or a Certified Construction Manager credential accredited by the American National Standards Institute (ANSI) and issued by the Construction Management Association of America’s (CMAA) Construction Management Institute is required at time of application submission.
