The National Association of County and City Health Officials (NACCHO), a national organization representing nearly 3,000 local health departments (LHDs) nationwide, has an immediate opening for full-time Lead Program Analyst, Overdose Prevention.
A Lead Analyst is an individual contributor with an extremely high level of expertise in a particular area who is considered an expert within NACCHO. The Lead Analyst works on highly complex projects and, as a resident expert, typically provides guidance to less senior specialists in the area in a project management or technical capacity. Individuals at this level typically report to a Director or Senior Director and require advanced knowledge and experience in an area of specialization.
POSITION SPECIFIC DUTIES:
Project Planning, Implementation, and Evaluation
Work with NACCHO's Overdose, Injury and Violence Prevention (OIVP) leadership and staff on strategic planning activities, setting the direction for program growth and business development.
Contributes to progress reports and final project reports for funders and proposals for continued funding.
Collaborates across programs to advance programmatic priorities and support LHD efforts.
Provides staffing functions for any workgroups convened to support project work, including but not limited to convening and facilitating meetings, writing and disseminating meeting reports, and completing work tasks discussed at meetings (travel required).
Works closely with evaluation consultants and NACCHO's research and evaluation team to incorporate OIVP program evaluation results to improve the team or project work.
Generates new ideas, new products, new ways of operating across the portfolio.
Manage program budget in collaboration with Director and NACCHO grants management and finance staff.
Technical Assistance and Training
Provide technical assistance (TA) to communities implementing overdose prevention and response activities.
Develop tools, resources, and technical assistance documents to support community efforts implementing evidence-based and evidence informed programs to address drug overdose.
Working with NACCHO TA consultants, maintain understanding of need and issues experiences by local health departments (LHDs) in the overdose prevention space.
Project Promotion and Partner Connection
Provide updated program information for inclusion on NACCHO's Website, social media outlets, newsletters, presentations, project summaries, press releases and other marketing and outreach communication.
Represent the views of LHDs and NACCHO with partner organizations, committees, groups.
Actively participate (or direct most appropriate staff) in various overdose prevention committees and groups (e.g., Safe States, JCOIN)
Thought leadership for NACCHO in Overdose Prevention.
Manage all media and government affairs requests pertaining to overdose prevention.
Create white papers, research papers, slide presentations, and other relevant material for use by NACCHO staff and members as well as provide content to communications staff.
Provide program information to project officers, potential funders, interested local and state sites, as well as partner organizations.
Manage abstract submissions and presentations for Overdose Prevention related conferences (aligning with workplan deliverables)
Lead any planning and implementation of Overdose Prevention session at NACCHO 360 including providing input on planning committee calls, reviewing abstracts, identifying speakers to invite, leading identified sessions, etc.
Research and Writing
Direct the production of articles for publication in peer-reviewed and professional journals based on strategic plan of portfolio.
Research related activities at LHDs and in communities across the country, and identify model practices from which lessons learned can be documented and disseminated to LHDs.
Develop case examples highlighting exemplary LHD and community practices.
Develop, assemble and distribute project-related reports, articles and educational materials/tools in collaboration with Workgroup members, other staff, task forces, and other project or program partners.
Assist in the preparation of proposals and periodic reports to funders and the NACCHO Board.
Bachelor's degree in relevant professional field with a minimum of 8-10 years public health and or behavioral health work experience; or equivalent combination of education and experience, including a relevant certification. Master's degree and certification in a relevant field preferred.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization
Ability to calculate figures and amounts such as discounts, interest, commissions, proportion, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry
Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Knowledge of drug overdose prevention and response programs and harm reduction principles.
Advanced knowledge of facilitation, project management, and leadership required.

HIRING SALARY RANGE: $87,760 - $93,230
