Under occasional supervision, performs highly advanced professional engineering work in support of various administrative functions of the Agency. Duties include all activities relevant to coordinating design, permitting, property acquisition and related agreements, project financing and budget control, scheduling and construction of large and small public water supply facilities and projects. Monitors contract and regulatory compliance throughout the project.
Essential Functions
- Provides direct supervision to consultants and contractors. Supervisory duties include inspection, assigning and reviewing work, maintaining standards through effective planning and coordination of activities, and acting on employee, regulatory and member government concerns.
- Communicates information concerning project status and related issues to management. Administers all construction contracts from the initial advertising stage through project closure. Includes coordinating required facility shutdowns with staff and member governments and coordinating the commissioning of a facility through regulatory clearance to operate.
- Administers all as-needed contracts for construction, maintenance and repair of agency facilities. Participates in decision making regarding use of as-needed contracts or in-house staff for completion of work efforts. Coordinates with Facilities Maintenance Manager and Scheduler/Planner to reserve staff time for efforts to be completed.
- Ensures adequate safety programs are being implemented at work sites to protect Agency staff as well as consultants and contractors.
- Observes and monitors construction in progress for compliance with contracts, permits, and property acquisition conditions.
- Prepares and participates in the settlement of project contract issues with contractors.
- Negotiates professional service contracts or agreements and amendments as required.
- Manages the activities of contracted professional consultants regarding assigned functions and projects.
- Manage project activities of the Construction Inspector as needed.
- Coordinates project activities with members of government and regulatory agencies.
- Provides strategic planning and analysis of projects and project functions using multiple data sources.
- Develops and manages project budgets and prepares monthly reports. Coordinates administration of Owner Direct Purchase programs for projects, including selecting which project components are to be purchased under the program.
- Reviews plans, permits, and property purchase agreements for viability and Value Engineering Aspects.
- Evaluates contractor claims and prepares change orders as required.
- Performs related administrative duties such as scheduling and conducting meetings, reviewing and analyzing contractor schedules, coordinating and expediting project commencement, reviewing documents, preparing bid documents, preparing reports and action items, serving on various committees, and reviewing contractor submittals.
- Investigates and resolves utility conflicts with governmental agencies, private utilities and developers. Receives and reviews complaints and resolves.
- Receives, reviews, prepares and processes various records and reports to include applications for payment, basis of design reports, technical specifications, plans, permit applications, purchase and sale agreements, submittals, requests for information, project schedules, certifications of insurance, change order requests, payment logs, board agenda items, activity reports, construction updates, bid documents, change orders, and utility conflict reports.
- Interacts and communicates with a variety of groups and individuals to include co-workers, immediate supervisor, other departmental personnel and supervisory staff, legal department, IT department, maintenance and I&C staff, operations staff, engineers, contractors, insurance representatives, and related agencies.
- Operates and utilizes various office related machinery and equipment to include a computer, adding machine, printer, typewriter, calculator, fax machine, and measuring equipment.
- Notifies Safety Services Program Manager and other necessary personnel in emergency situations. Functions on-call for emergency response.
- Observes Safety Policies and Procedures in accordance with the Agency Safety Program.
- Performs related work as necessary.
Disaster Service Worker: Employees of Tampa Bay Water are, by State and Federal law, Disaster Service Workers. In the event of a declaration of emergency, any employee may be assigned activities that promote the protection of public health and safety or the preservation of lives and property, either at the Agency or within the local or their own community.
MINIMUM TRAINING AND EXPERIENCE:
- A minimum of seven (7) years of construction, civil/mechanical or chemical design, contract administration and/or facilities maintenance experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
EDUCATION REQUIRED:
- Bachelor's degree in Engineering from an accredited institution.
REQUIRED LICENSE AND CERTIFICATIONS:
- Current registration as a professional engineer issued by the State of Florida.
- Valid driver’s license.
MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
Physical Abilities: Tasks involve the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Abilities: Some tasks require visual perception and discrimination. Some tasks require oral communications ability.
Environmental Requirements: Tasks are regularly performed with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
