PRIMARY FUNCTION:
Identify management requirements and operating problems, and define alternatives and the recommended solution in terms of management information needs. The Senior IT Business Process Analyst uses current system and computer technology, and designs, installs and insures continuing operation of systems in all functional areas of CCHS. The Senior IT Business Process Analyst also acts as an internal consultant to management in disciplines and techniques such as patient management, patient accounting, payroll, ancillary and physicians systems and many other areas. The Senior IT Business Process Analyst will also apply proven communication, analytical, and problem-solving skills to help the business make good technology decisions. The Senior IT Business Process Analyst addresses any challenge or opportunity, regardless of level of complexity; finds a way to deliver business value for any change challenge; guides and mentors others in order to help them deliver better business outcomes; and provides insight to situations that fall within (or outside of) the scope of influence.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Utilizes business knowledge to identify areas of systems improvement opportunity in order to submit proposals for studies that lead to systems improvements when implemented
- Plans a business analysis approach for complex situations in order to pre-determine limits of systems
- Conducts/participates in projects/assignments, applying systems analysis and business process methods and techniques in order to identify where and how cost and time-effective improvements can be made or, as necessitated by internal or external regulations
- Documents and presents conclusions, proposed solution and associated costs in order to gain user approval to proceed
- Conducts walk-through meetings with business, IT analyst and vendors by developing program specifications, process models, and diagrams in sufficient detail to minimize questions while fully utilizing technical support from DBAs, Systems Programmers, and Senior Programmer/Analyst
- Maintains effective user relationships and utilize change manage techniques in order to provide a climate receptive to systems and process improvement, and to enhance understanding of the user's business concerns
- Participates on user project teams, audit installed system for conformance to objectives and make applicable changes, conduct additional training, and clarify procedures to assure full user satisfaction
- Provides technical and non-technical work direction to assigned personnel in order to insure timely and accurate project completion.
- Assists the Manager in planning for and handling management contacts in business areas
- Provides support to assigned systems or general services. Ensures proper on-call support when applicable
- Develops effective change control processes for complex requirements and designs
- Communicates complex information in an easy-to-understand manner
- Synthesizes complex data / information from disparate sources and understand how they impact the enterprise or organization
- Defines and mitigates undesirable consequences while transitioning to a final future state
- Coaches others on how to assess situations in order to make the most informed decisions about which course of action to pursue
- Conducts interviews to gather user requirements via workshops, questionnaires, surveys, site visits, workflow storyboards, use cases, scenarios, and other methods
- Meets with decision makers, systems owners, and end users to define business, financial, and operations requirements and systems goals.
- Researches, reviews, and analyzes the effectiveness and efficiency of existing processes and develop strategies for enhancing or further leveraging these processes.
- Communicates process changes, enhancements, and modifications - verbally or through written documentation - to management, peers, staff, and other employees so that issues and solutions are understood.
- Liaises with various business groups in the organization to facilitate implementation of new or improved business processes.
- Manages and tracks the status of requirements throughout the project lifecycle; enforce and redefine as necessary.
- Coordinates and performs in-depth tests, including end-user reviews, for modified and new processes, and other post-implementation support.
- Charts existing business processes in order to define current business activities for the development of procedures and models.
- Generates and compiles, proactively, reports based on his or her findings, complete with recommended improvements to - or new requirements for - business processes and operational procedures
- Prepares, leads, and manages stakeholder work sessions
- Mentors IT Business Process Analysts
- Performs assigned work safely, adhering to established departmental safety rules and practices. Reports to supervisor in a timely manner, any unsafe activities, conditions, hazards, or safety violations that may cause injury to oneself, other employees, patients and visitors
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelor's degree in Finance, Engineering or Business Administration
- Five years of business analysis experience. Experience in a hospital or healthcare environment.
- Experience in project management
