Senior Planning Analyst 

Bayhealth is DRIVEN to improving the health of heart and vascular patients in our community and across the region.  We accomplish this through our cardiac and endovascular surgery affiliation with Penn Medicine.  This unique affiliation facilitates a community and academic partnership through intensive clinical and programmatic guidance, including the development of new services, implementation of evidence-based clinical care, and quality oversight.

Responsible for providing market and statistical data from department databases, assist in the development of business plans, develop and maintain a competitor database, perform demand and financial projections for new services, coordinate all COPR activities.  Assist in any special assignments.

Essential Functions & Accountabilities

• Responsible for providing market and statistical data from department databases.
  • Be proficient in the software tools available to the department and knowledgeable about outside data resources
    • • Develop standardized market reports for leadership.
  • Respond to all requests for market and statistical data maintained within the department
• Assist in the development of business plans for new/expanding services.
  • Develop market forecasts of incremental patient volume for proposed services subject to Sr. VP review
  • Develop financial projections to determine the feasibility of new services subject to Sr. VP review.
  • Coordinate and author Certificate of Public Review applications
  • Develop presentations and present to various groups including departmental leaders, executives, board members and governmental officials.
• Assist in the implementation of new services.
  • Assist in the negotiation of any leases or acquisition of property
  • Facilitate the communication between the operational service leader and facility designers.
  • Address any regulatory issues by communicating with governmental authorities.
  • Facilitate the communication between the operational service leaders with various support departments at Bayhealth that will need to provide support to the service.
• Provide financial analytical support for care transformation activities.
  • Work with Bayhealth Physician Alliance and other affiliated organizations to develop scorecards that incorporate quality, cost and utilization.
  • Develop process to obtain Medicare/Payer data to assess costs across the continuum of care including physicians, hospital and post-acute care providers.
  • Become knowledgeable on Medicare payment models and develop routine monitoring reports on Bayhealth’s performance..
  • Manipulate large data sets and summarize data into useful information for decision making.
• Assist in the Development of Strategic Plans and Management Action Plans
  • Facilitate discussions to identify and prioritize key initiatives for organizational or departmental plans.
  • Draft plan documents and present plans to key stakeholders.
• Assist in Governmental Relations Matters
  • Review legislation to assess potential impacts to Bayhealth
  • Develop and maintain relationships with State and Local governmental staff and elected officials.
• All other duties as assigned within the scope and range of job responsibilities

Minimum Education and Experience

Education: 

Minimum: Bachelor’s Degree in Business,  Accounting, Finance, or related financial experience.

Preferred: Master’s Degree Healthcare Administration, Business, Accounting, or Finance.

Experience:

Minimum: Three years’ experience as planning analyst, financial analyst or similar role, to include creating financial projections, reading and interpreting financial statements and market data, and an understanding of accounting and budgeting.

Preferred: 

Five years’ experience as a planning analyst in health care.

Three years Population Health, insurance, governmental payer or related business experience.

Computer/ Software Knowledge:

Minimum: Proficient in Microsoft Word, PowerPoint and Excel.

Preferred:

Advanced User of Excel using complex formulas, macros, and formatting.

Proficient with Database applications and organizing large volumes of data.
