University of Maryland, Baltimore (UMB) is currently seeking a Project Manager OR Senior Project Manager to join Department of Facilities. The position will be filled as either a Project Manager or a Senior Project Manager, dependent on selected candidate's qualifications. The selected candidate accomplishes responsibilities by applying specialized and theoretical knowledge, principles, and concepts of a professional discipline normally acquired through advanced education or specialized training. Resolves issues and significant matters on behalf of management by utilizing independent judgment, discretion, creativity, and analytical thinking. Contributes to development and evaluation of goals and objectives. Creates solutions to ensure legal and policy compliance. May supervise, mentor, or coordinate work of others (positions that supervise are responsible for service delivery, quality assurance, and employee performance). The selected candidate for this position is eligible for a sign-on bonus of $5,000 for Project Manager and $10,000 for Senior Project Manager. Half of the bonus is payable within the first 30 days of hire and the remaining half is payable after successful completion of a probationary period of 12 months. The sign on bonus is eligible only to candidates new or returning to UMB.

PRIMARY DUTIES FOR SENIOR PROJECT MANAGER:
Proactively manage individual capital construction projects of the largest size (>$50M) and/or multiple capital and non-capital construction projects of the highest levels of complexity, including initiation, planning, executing, monitoring and controlling, and closing. Develop architectural and engineering scopes of work, costs, and schedules; review and negotiate fee proposals. Determine the responsibilities and specifications for projects by identifying project phases and processes, studying client requirements, assigning personnel, reviewing contractor bids, and preparing cost estimates. Provide and execute customer centric stakeholder communication plans that include timely and accurate updates regarding project status, costs, risks, and schedule impacts. Predict project risks and take the appropriate mitigating measures before they occur. Provide visual inspection and quality control by monitoring construction progress. Ensure and track compliance with intended results, codes, regulations, and required standards. Utilize knowledge and interpersonal skills to guide, motivate and direct a project team. Review cost estimates and lead/monitor estimate reconciliation and value engineering to maintain project costs. Maintain and monitor project costs, provide cash flow projections, and review and negotiate all project changes and other financial documentation. Deliver excellent customer service through intentional and strategic actions that build and maintain trust. Coordinate with local jurisdictions and regulatory agencies to ensure compliance with all requirements. Effectively utilize project management software (i.e. E-builder) for document tracking, change orders, process approvals and customer communication.
PRIMARY DUTIES FOR PROJECT MANAGER:
Oversee inspections for construction projects on UMB campus and regional campuses in the University system ensuring that projects are being built to the University's standards and specifications and relevant building and life safety codes.
Serve as a Design and Construction representative during design, construction, and implementation phases of assigned construction projects
Perform commissioning related tasks such as performing functional tests, troubleshooting issues identified during testing and inspections, generating commissioning reports and testing documentation.
Observe and assist designated Commissioning Agent and coordinate necessary university support to perform required testing.
Provide visual inspection and quality control by monitoring construction progress. Ensure compliance with intended results, codes, regulations, and requested standards.
Review materials and methods, questions, conflicts, and changes. Manage client issues in relation to construction decisions and preferences. Research technical options and propose solutions.
Record relevant or outstanding issues in project and/or technical specialty databases/ reports.
Collaborate with the Architectural/ Engineering/ Construction team to identify and resolve design/construction issues and manage punchlist items, project deficiency logs and relevant Cx documentation for assigned construction projects.
Manage project construction records, documentation, and warranty information, and manage warranty activities post construction.
Perform other related duties as assigned.
