Financial Services, Office of Budget & Resource Analysis
Under the general supervision of the Assistant Vice President for Budget and Resource Analysis and the Deputy Budget Director, the Lead Budget Analyst is responsible for serving as the step-in-lead for the Office of Budget & Resource Analysis. This position is primarily responsible for effective budget process management, modeling/forecasting, ad-hoc analysis, collaborating with key stakeholders and assisting in tactical execution of strategic goals in the broader UMBC budget ecosystem.
The incumbent will execute effective budget and planning processes, participate/lead revenue and expense forecasting, develop detailed ad-hoc financial analysis and help create and participate in campus wide training/ instructions for use in the budget process, forecasting and day-to-day operations. Additionally, the incumbent will find opportunities to drive process improvement for the team and University wide, contributing to the overall enhancement of budget acumen of the campus. Finally, the incumbent will provide as-needed reporting to key stakeholders ad-hoc (e.g. VP, USM, State Government).
The incumbent will serve as an indirect supervisor or a lead for the Budget Analyst, providing guidance and feedback on analysis and modeling. Additionally, the incumbent will develop methodologies for elevating key indicators to leadership for use in strategic decision making.
Required Minimum Qualifications:
Bachelor's Degree in Business Administration, Finance, Public Administration or a related field
Five years of budgetary, financial or forecasting experience
Excellent written and verbal communication, analytical and critical thinking skills
The ability to work well independently and as part of a team
An aptitude for applying technology to improve business processes and the ability to work with large amounts of data and complex analyses
Master's Degree preferred
Three years of budgetary, financial or forecasting experience in a Higher Education environment is strongly preferred
Experience in development of financial models and executive management reports
Experience with the State of Maryland budgeting process
Experience with long-term forecasting software
Knowledge of PeopleSoft (version 9.2 or higher)
Experience with PowerPoint

Salary starts at $86,000 and is commensurate with qualifications and experience.
