The Illinois Public Health Association (IPHA) seeks to hire a team member to provide administration and operations support to the training, continuing education, and workforce development strategies of the organization through implementation of the Learning Management System (LMS). The LMS administrator will oversee the daily performance and administration of IPHA’s LMS; collaborate with the IPHA Training team to serve as a liaison with program managers to define user roles, create course content, keep the learning portal up-to-date and publish information relevant for learners. This position is eligible for a hybrid remote work schedule.
POSITION: Learning Management System Administrator REPORTING: The Learning Management System Administrator shall report to the Associate Executive Director STARTING DATE: September 15, 2022 or as negotiated POSITION DUTIES and RESPONSIBILITIES: Under direct supervision of the Associate Executive Director, this position will:
Provide support to the Illinois Public Health Association’s training, continuing education, and workforce development objectives and provide technical support to IPHA members, staff, and public health professionals on the use of IPHA’s learning management system (LMS) and other data systems. 2. Collaborate with the IPHA Training Coordinator to develop and support the association’s training goals and objectives. 3. Support and maintain content, assets, reporting, and other resources of the IPHA LMS and other data systems for instructional functions. Upload, publish, manage, test, and deploy content for the LMS; including, but not limited to, online courses, competency testing, quality improvement, and document control. 4. Assist with the installation of LMS updates and upgrades, as well as tools and software integration. Maintain data integrity related to uploads and inputs from other sources for instructional function. 5. Work with IPHA subject matter experts (SMEs) and take the lead role to develop, design, implement, and evaluate online courses. Be familiar with course design methodologies such as, ADDIE, SAM, and CCAF. Supply guidance to SMEs for data entry, training assignments, and curricula generation. 6. Act as a liaison with the LMS platform support to troubleshoot issues with the LMS and provide technical assistance to users experiencing access and/or system issues. 7. Support learner accessibility and promote efforts to improve user experience within a particular instructional function. 8. Represent IPHA at meetings relating to LMS content or requirements. 9. Monitor LMS performance and perform change controls as needed to support changes to the LMS or training assignments. 10. Complete special projects related to training, LMS implementation, data system implementation, or continuous improvement as needed. 11. Optimize continuing education (CE) documentation practices, and track CE completion and reporting. 12. Identify training gaps and provide on-the-job training/assist with e-learning requirements. 13. Manage updates for training content/training systems and anticipate problems/ opportunities/implement proactive solutions. 14. Maintain confidentiality of all data sets and assist with the implementation of data security measures, as needed. 15. Submit prompt reports, requests to travel, and travel reimbursement requests, as instructed by the Associate Executive Director, for all work conducted on behalf of IPHA.
16. Support other IPHA projects and activities, as directed. 17. Other duties as assigned which are reasonably within the scope of this position.
REQUIRED QUALIFICATIONS: 1. Bachelor’s degree in business administration, Information Technology, instructional design, or a field related to the position, or Master’s degree in another field and a minimum of two (2) years’ experience as an LMS administrator or a similar position. 1. One year experience working with instructional design, curriculum design, adult learning principles and measurement strategies as part of a training or elearning team. 2. One year of experience working with and administering an integrated learning management system required (Cornerstone, Articulate Online, Adobe Captivate Prime, etc.) 3. One year experience using remote training tools such as WebEx, GoToMeeting, Zoom, and Adobe Connect.
PREFERRED QUALIFICATIONS: 1. Familiarity with LMS administration; experience with the ThinkingCap platform is desired. Fluency in a variety of software suites such as Microsoft Office and Adobe products. 2. Experience building SCORM-based e-Learning classes. Experience using the Articulate Rise and Storyline application preferred.
3. Technical skills to resolve issues related to system functionality and software problems and helping users with LMS access issues. 4. Experience with developing trainings, online course design and instructional design theory for adult learners. 5. Understanding of digital accessibility requirements and standards. 6. Social media or knowledge management experience. 7. Excellent written and verbal communication skills. Ability to explain complicated processes and procedures to beginner and advanced users. 8. Interpersonal skills to work collaboratively with LMS users and IPHA staff to develop learning courses on complex public health issues. 9. Ability to migrate data, upload new online training content, and use the software features to support workforce development goals. 10. Ability to serve as a project manager for multiple online training projects. 11. Excellent time management and planning skills. 12. Analytical skills to track user data and performance measures. Ability to use available resources to achieve desired outcomes and align with organizational objectives.
