Position Details:
Summary of Duties:
Under the supervision of the Fiscal Analyst Lead and Grants Lifecycle Manager, the Fiscal Analyst 1 or Fiscal Analyst 2 uses independent judgement in providing complex fiscal, payroll, pre-award, and administrative functions. Serves a payroll and timekeeping coordinator for IREACH, exercising knowledge of WSU payroll processes and policies to educate and inform IREACH faculty and staff and maintain accurate payroll and timekeeping records. Supports the Grants Lifecycle Manager as directed in pre-award grant preparation, completion, budgeting and submission processes. Applies principles of financial management to maintain, review, and submit accurate payroll entries into Workday and other WSU fiscal systems. Reviews payroll entries and reports for accuracy.
Coordinates with the Fiscal Analyst Lead, and Associate Director on timely submission of payroll and timekeeping. Monitors, enters and reports pay allocations to Grants Lifecycle Manager, Fiscal Team and Associate Director initiates payroll account corrections. Maintains accurate fiscal records. Communicates payroll and timekeeping deadlines to IREACH staff.
Utilizes advanced fiscal knowledge to Initiate and monitor purchasing, travel, and expenditures in Workday. Reviews and reconciles cost center, purchase card, and self-sustaining accounts. Collaborates with IREACH research staff and WSU administrative units to proactively process, review and resolve financial and expense transaction errors and issues. Informs staff of IREACH and WSU fiscal policies and procedures.
This position could be appointed at either the Fiscal Analyst 1 or Fiscal Analyst 2 level. Applicants will be screened for qualifications and interviewed for the best fit.

Required Qualifications:
Fiscal Analyst 1: A Bachelor's degree or equivalent, which must include at least 18 quarter or 12 semester hours of accounting, auditing or budgeting; OR equivalent education/experience.
Fiscal Analyst 2: A Bachelor's degree or equivalent, which must include 18 quarter or 12 semester hours in accounting, auditing, or budgeting and one year of relevant professional experience; OR equivalent education/experience.
Additional Requirements:
Prior experience in role with required payroll responsibilities, including knowledge of payroll processes.
Effective time management skills.
Excellent written and verbal communication skills.
Ability to work cooperatively with peers, managers, and WSU administrative and academic unit staff.
Proficient in Microsoft Office, including Excel and Word.
Experience working with sensitive and confidential information.
Preferred Qualifications:
Experience with Workday or similar payroll and financial management systems.
Experience working in a higher education or research setting.
Experience with or knowledge of federal grant processes.
Experience working a customer-service setting.

Fiscal Analyst 1: Range 40, $3,321 to $4,324 B-M (effective January 1, 2023) | Successful candidates typically begin at the beginning of the salary range and receive scheduled salary increment increases in accordance with WAC 357-28.
Fiscal Analyst 2: Range 44, $3,558 to $4,777 A-M | Successful candidates typically begin at the beginning of the salary range and receive scheduled salary increment increases in accordance with WAC 357-28.
