Responsible for collecting data, processing data, and generate the power and expense billing for Florida Municipal Power Pool (FMPP. Also responsible for applying engineering data analytics to help ensure accurate and efficient modeling for OUC and the Florida Municipal Power Pool (FMPP).). The ideal candidate will have:
Bachelor’s degree in Engineering or related field of study from an accredited college or university
Minimum of four (4) years of experience in bulk electric system operations

Primary Job Functions:
· Perform short-term production cost studies, cost, capacity factor, unit startups, fuel usage, etc. using the PCI GenTrader software;
· Architect, develop, and implement new functionality and enhancements to existing functionality of the FMPP wholesale electric market transactions at (CHP) to improve operating performance of the market and system operations, and ensure the market provides appropriate economic incentives to all participants; manipulate the Economic Dispatch output of the Energy Management System (EMS) to derive the CHP for FMPP hourly transactions totaling approximately $250,000/day;
· Conduct analyses of existing FMPP electric market rules, manuals, and operating procedures to quantify the competitive performance of the marketplace and recommend market design enhancements;
· Forecast the hourly FMPP CHP using System Lambda (System Marginal Price) along with OUC’s short position, utilizing this market intelligence, recommend medium term (6 month) operation’s strategies for OUC;
· Review and analyze multiple inputs for CHP according to records from System Operations, FEM, Fuels department and other references so a true representation of the FMPP generation costs (Unit marginal price, ancillary cost, unit start-up cost) can be determined for the CHP process;
· Develop, test, and utilize methods for collecting and validating 3rd party transmission charges and ensure that the costs are passed on to the various FMPP members accurately;
· Generate, review, and correct any issues for the monthly billing of energy and ancillary services between the FMPP members and communicate with internal and external entities to find and reconcile any discrepancies;
· Develop, test, and maintain the means by which operational charges are allocated to the pool members;
· Use engineering analysis to review FMPP member’s heat-rate (measure of unit fuel efficiency) data for consistency and accuracy; investigate and resolve any differences that are found;
· Test and debug software programs for validity of results, accuracy, reliability and conformance to technical specifications;
· Develop and communicate effective strategies that support the FMPP settlement systems and process;
· Implement the terms of Power Purchase Agreements (PPA) between members into the CHP process and generate the billing for such agreements;
· Administrate the FMPP CHP process; responsible for CHP data integrity and settlement process;
· In collaboration with other departments, integrate changes in the business process into the CHP settlement process;
· Prepare training material for CHP training, as a Subject Matter Expert (SME) troubleshoot and intervene on solving problems during the settlement process and train other employees on the settlement process;
· Participate in long-term financial and production cost studies, and in the development of related consultative reports and recommendations;
· Identify opportunities for improvement within existing and proposed functions and tools, design, and create solutions toward these goals;
· Perform other duties as assigned.
Requirements

· Bachelor’s degree in Engineering or related field of study from an accredited college or university

Technical Requirements:
· Working knowledge of all, but not limited to, the following:
o Bulk power operations;
o Engineering principles related to power production and bulk power;
· Familiarity with all, but not limited to, the following:
o Production cost modeling software (GenTrader preferred);
o Florida Municipal Power Pool (FMPP);
o Web Reports from GenTrader;
o Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;
· Keen to detail but also creates new tools for the identification of trends for management and the development of new policies;
· Effective written and oral communications skills;
· :Ability to apply of a variety of procedures, policies and/or precedents;
· Analytic ability in adapting standard methods to fit facts and conditions and draw reasonable conclusions and recommendations;
· Make arithmetic computations using whole numbers, fractions and decimals; compute rates, ratios and percentages;
· Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).
