The Hilltop Institute at UMBC is seeking a Lead Front-End Engineer/Senior Programmer to join its Technology Innovation team. Hilltop is a university-based, non-partisan research organization conducting research, policy analysis and sophisticated data analytics to support health care financing and delivery system reform in Maryland and other states. Hilltop has a long-standing partnership with the Maryland Medicaid program, and is at the forefront of national efforts to find data-driven solutions to complex problems facing state policymakers as publicly funded health care systems transition to new models of care.
Position Overview:
Hilltop’s Technology Innovation team has developed business intelligence and reporting solutions used by health care policy decision-makers. Clients include the Maryland Department of Health, the Maryland Health Care Commission, the Developmental Disabilities Administration and the Health Services Cost Review Commission, as well as the federal government, foundations and Medicaid agencies in other states.
The Front-End team develops primarily in Tableau and sometimes works in WordPress, Python and SQL. Experience with PowerBI, Qlik, QuickSight or similar applications will be considered.
The Lead Front-End Engineer will provide technical guidance to team members on front-end interface design and user experience, and should have experience in working with large, preferably health care, data sets. They will be called upon to lead the development of the user interface of the front-end components of each project Hilltop undertakes. Experience in git and with DevOps and best practices in using them as well as having mentored or managed team members are required. The incumbent will be responsible for the quality and data accuracy of reports and will work to reduce bugs during the software development lifecycle. They will have extensive experience in front-end design and will work to make sure all products have the brand applied correctly. They will be expected to work closely with other Hilltop team members from across the organization.

Design and lead the development of front-end components of Hilltop’s various projects, primarily built in Tableau, such as our Maryland Medicaid DataPort (https://www.hilltopinstitute.org/public-dataport/)
Develop a quality assurance program for front-end validation, including using git for version control, and consistent application of design standards and branding
Mentor and guide the front-end team as it continues to grow
Maintain Hilltop’s reporting infrastructure on premise and in the cloud
Develop training materials of front-end products and oversee delivery of training
Communicate effectively with team members, business partners and clients
Develop a working understanding of the business requirements that underpin complex health care data structures, such as Medicare beneficiary data (Parts A, B and D) as well as Medicaid eligibility rules, programs and processes, etc.
Gather requirements for, develop and deliver visualization products to customers on an ad hoc basis as part of operations, including dashboards, reports and scorecards
Perform other duties as assigned
This position will include access to protected health information (PHI) and the successful candidate will be required to complete training and must handle all PHI appropriately according to Hilltop policies and all applicable laws and regulations.
Required Minimum Qualifications:
Requires a Master’s Degree and five years of experience as an engineer or in a relevant field. A Bachelor’s Degree plus seven years of experience as an engineer or in a relevant field may be substituted for the Master’s Degree.

Experience with health care data sets and quality measures, developing 508/WCAG compliant websites, with modern frameworks such as Typescript and professional certifications in one or more programming languages is a plus
