Job Overview
HCM Operations across the Main Campus are very decentralized. There are 4 key stakeholder groups served by HCM Analysts across the Main Campus that include: 1) Faculty (TL, NTL, Adjuncts) and Post docs, 2) Staff and AAP, 3) Students (undergraduate, Masters and doctoral) and 4) contingent workers. At present, these stakeholder groups are served by the following offices: 1) Faculty - Main Campus Office of Academic Appointments (MCOAA), 2) Staff and AAP: Various schools, Library and Provost Finance Office, 3) Undergraduate and Masters students - Office of Student Financial Services, PhD students - Graduate School. The newly created position of HCM Operations Analyst (Analyst) brings together these disparate decentralized processes under the Provost Finance Office to provide uniformity in processing, provide economies of scale and manage redundancies and workloads.
The HCM Operations Analyst serves as a first point of contact for all HCM related transactions for faculty, staff and students, and is responsible for initiating and monitoring overall HCM processes, systems, and procedures across the assigned organizational unit.
They manage all HCM requirements for more 500 staff, faculty, postdoctoral fellows, students and contingent workers; maintain accurate and appropriate accounting of salary distributions and integrity of all personnel records; and manage HCM and GMS employment data for one or more moderately sized school/units.
As well, they support Senior Business administrators or equivalent to assure smooth functioning of HCM operations in schools and departments; and interpret human resources policies and procedures and will advise units on implementation.
The HCM Operations Analyst executes and implements the standards set by the Director of Human Capital Management Operations in implementing the full-cycle of staff/AAP HR transactions from recruitment to separation - for example, development of position descriptions, recruitment, screening candidates, offer letters, background/reference checks, onboarding/orientation, contract renewals, retirement and terminations, and exit interviews.
As well, they are responsible for all faculty related GMS data entry and monitoring; for data accuracy assurance (input new hire data, update changes to employee data, personnel action changes in the system, etc.); for assurance that supporting documentation is in compliance with Georgetown University policies, and that keyed transactions in GMS are reflected in the Main Campus Position Database as appropriate.
Work Interactions
Reporting directly to Campus Director, HCM Business Operations (Provost Finance Office) with a dotted line (indirect) reporting to the Senior Business Manager or equivalent or designee of the assigned unit/school, the HCM Operations Analyst serves as a liaison for the assigned unit/school to other areas of the University and Main Campus, particularly as related to Human Resources, including personnel, policies, recruitment, benefits, and employee relations. Close interaction with Provost Finance Office, the Provost Office of Faculty Affairs, Human Resources, Office of Institutional Diversity, Equity, and Affirmative Action (IDEAA), Office of Global Services, Payroll Office and the Tax Department.
They also work with fellow Human Resource Contact (HRC) across the 4 campuses.
Qualifications
Typically has a Bachelor's degree
At least 5 years of HCM Operations experience [note: an equivalent combination of education and experience will be considered]
Ability to communicate with managers and employees in an effective manner with constant changes in Main Campus processes
Ability to provide guidance to managers and supervisors regarding the use and application of salary ranges and increase guidelines, job evaluation plans, classification of new positions, changes of status, transfers, promotions, performance appraisals, salary review and adjustments, and terminations
Knowledge of employment of minor workers, paid and unpaid
Ability to multitask and pay close attention to detail in a 'deadline driven' role
Ability to work in both current and future deadlines simultaneously
Forward thinking and strong analytical and organizational skills
Ability to ensure compliance with all federal, state and local employment laws
