Summary of Duties and Responsibilities:
Iowa State University (ISU) Extension and Outreach is seeking an exceptional individual to lead its 4-H Youth Development program to enhance the impact of ISU on the lives of Iowa youth. The Program Leader provides strategic leadership and administrative management for the 4-H Youth Development program. Specifically, this person provides motivation, strategy, vision, and coordination for the development and delivery of 4-H Youth Development Extension programs that address the diverse needs in Iowa communities and beyond. The position reports to the Vice President for Extension and Outreach and is an essential member of the Extension Leadership Team. In keeping with the university's land-grant mission, 4-H Youth Development Program works collaboratively within Extension and Outreach and with other mission areas of research and teaching to focus the resources of Iowa State University toward positive outcomes for Iowaâs youth.
Iowaâs 4-H programs are delivered across the state through 100 county Extension offices by a network of ISU staff, county paid staff and volunteers reaching more than 150,000 Iowa youth annually through a variety of delivery methods. Partnerships with ISU colleges, county Extension councils, the Iowa 4-H Foundation, school districts, other universities, non-profit organizations, foundations, the U.S. Department of Agriculture, the National 4-H Council, the Iowa Department of Education, other state and federal agencies, and many others are essential to the success of Iowa 4-H. The Program Leader serves as the key representative leader of the Iowa 4-H Youth Development Program in developing these partnerships. The Program Leader is expected to work with 4-H staff to seek and secure additional resources from public and private sources to support 4-H programs and initiatives.
The Program Leader is responsible for leading and developing a long-term strategy for 4-H Youth Development programming. Candidates are expected to support and inspire a collaborative environment that protects all young people and fosters the open exchange of ideas and innovations through a culturally and intellectually diverse environment. The Program Leader will also support and provide stewardship for strategic collaborations across all mission areas (research, teaching, and Extension), other Extension program areas of agriculture and natural resources, human sciences and community and economic development, other universities and with government agencies and non-profit organizations fostering youth development. The successful candidate will participate in the recruiting, hiring and orientation of new Extension professionals and facilitate professional development to enhance 4-H Youth Development program outputs and outcomes. The Program Leader will also identify financial, human, and in-kind resources to enhance 4-H Youth Development programming and pursue regional and national opportunities to enhance multi-state Extension programming and new resources to support 4-H Youth Development efforts.
This is a full-time, 12-month term faculty position. The Program Leader reports to the Vice President for Extension and Outreach for management and supervision, hiring and employment authority, employment changes, compensation and benefits, supplies and expense budget, development of their plan of work, and performance reviews. The successful candidate must meet the qualifications for term faculty in either the Department of Agricultural Education and Studies in the College of Agricultural and Life Sciences, in the School of Education in the College of Human Sciences, or in the Department of Human Development and Family Studies in the College of Human Sciences.
Required Minimum Qualifications:
- Ph.D or other professional degree related to youth development, human development, family science, education, agriculture or closely related field.Â
- Three (3) years of related experience.
- More than five (5) years of supervisory experience involving multiple, full-time direct reports.
Preferred Qualifications:
- Experience working across campus and county boundaries.
- Experience working with Extension.
- Demonstrated ability to communicate and build and maintain partnerships with a variety of internal and external audiences and stakeholders.
- Demonstrated ability to lead, develop, and grow individuals, teams, and volunteers and lead change management within a complex organizational environment.
- Demonstrated personnel and fiscal management capabilities and successful supervisory experience, including recruiting, hiring and training staff.
- Demonstrated ability to successfully acquire and deliver on external grant funding.Â
- Demonstrated experience in programming and research related to community-based, non-formal educational activities for youth
- Demonstrated national expertise in youth leadership and civic engagement; workforce, college and career readiness; curriculum and educational design; and community and organizational support to promote positive youth outcomes
