The Insurance Council of Texas (ICT) seeks an HR Manager to fill a key management position. ICT is a nonprofit business trade association representing the interests of Texas auto, home, and business insurers. ICT is the largest state insurance trade association in the nation and our member insurers operate in the 7th largest insurance market in the world. As support for such an industry that is an important part of the Texas economy, it is imperative that ICT and its affiliate organizations maintain an adaptable and innovative workforce and our HR manager plays a key role in ensuring we recruit, retain, and develop the staffing to meet our current and future needs.
ICT seeks an HR professional who is comfortable working in a small employer environment and advising managers and staff on a variety of workplace issues. This position is also responsible for ensuring human resources goals and programs are aligned with ICT’s strategic plan and annual business plans. The ideal candidate has experience working in a mostly remote workplace, with some required in office meetings and activities, and is familiar with available technologies and methodologies to be effective in this work environment. The HR manager is responsible for all aspects of HR including recruiting, benefits administration, aligning performance management with organizational goals, conducting, or identifying external partners for, employee training and development, workplace policy advice and development, developing effective employee engagement activities and programs, and other related functions. In addition, the ideal candidate has experience with self-insured health insurance programs and/or is familiar with other health plan options for small employers.

The HR Manager is responsible for the daily operations of the human resources department for a small non-profit trade association with less than 30 employees.? They are responsible for any planning regarding the human resources and development of the company's workforce, and they must be able to transform all policies into executable plans and departmental procedures. The HR manager oversees HR practices, processes and strategies, including overseeing the recruitment process and strategies, including overseeing the recruitment process, benefit programs, planning and implementing training programs for staff and ensuring that employees follow best practices and company policies. HR Manager provides advice and recommendations to executive director and other members of management to help the organization maximize employee knowledge, skills, and abilities to achieve short- and long-term organizational goals.
Administer and manage a self-funded benefits program and evaluate effectiveness and responsiveness of the third-party vendor.
Periodically review and advise on feasibility of self-funded benefits program for the organization and evaluate other health benefit plan options.
Plans, directs, and administers various human resource programs.
Represents the department with the board, related agencies, and the public.
Ensures that HR practices are aligned with the overall strategic plan of the organization.
Works in collaboration with organization management and board to assess current and future staffing needs of the organization and participates in planning to ensure organization has qualified staff in place to meet strategic goals.
Coordinates with organization managers to plan, recruit, interview and assist in selection of and onboarding process for employees to fill vacant positions.
Recommends and develops effective processes for evaluating employee performance and development.
Keep records of insurance coverages, 401K, personnel transactions such as hires, promotions, transfers, performance reviews, and separations.
Manage workers’ compensation claims and keep executive director apprised of any workplace safety or other issues arising out of a claim. Investigate accidents and prepare reports for insurance carrier.
Participate in various compensation and benefits surveys. Analyze wage and salary reports and data to determine competitive compensation plan.
Consult legal counsel to ensure that policies comply with federal and state law.
Oversee employee separations and coordinate with and advise managers as needed. Prepare employee separation notices and related documentation, advise on any applicable post separation benefits and programs, and conduct exit interviews with separating employees and make any recommendations for needed action or follow-up.
Represent the organization at personnel related hearings and investigations.
Develop, recommend, and implement personnel policies and procedures; prepare and maintain an employee handbook on policies and procedures. Provides advice and counsel to employees on updating and interpreting new and revised policies.
Create, conduct and/or coordinate in-house or external training for employees and supervisory personnel on appropriate subjects for HR compliance or as part of employee development.
Coordinate with management and staff to develop employee engagement strategies in a remote work environment.
Conduct meetings for staff as needed to inform them of changes in organization, policies and/or procedures.
Participate in activities of various professional organizations for the purpose of exchanging information and maintaining proficiency in employment law, policies, and procedures.

OTHER FUNCTIONS AND RESPONSIBILITIES
Basic understanding of labor and employment issues related to employment of remote employees in other states.
Serve as Plan Administrator to 401K plan and serve on the 401K Committee.
Administrator for the now frozen pension plan.
Work with vendors and brokers on renewal plans for the various benefit programs.
Must be able to learn and manage a benefits module within payroll software of Paycor, including initial enrollment, annual open enrollment, annual benefits set up, and reporting.
Manage monthly benefits invoices and weekly claims registers.
Bachelor’s degree in human resources, Business Management, or a related field; five or more years in HR related activities, or equivalent combination of experience and education.
Excellent verbal and written communication skills
Considerable knowledge of principles and practices of human resource management, dynamics of employee development and professional growth, and training program design and presentation.
Working knowledge of state and federal labor laws and regulations
Ability to compose and present comprehensive reports.
Strong analytical and problem-solving skills
Strong decision-making skills
Proficient with Microsoft Office Suite or related software
Must be able to relate to people and have a sense of fairness and consistency.
