Background This position is a part of the University Services Finance organization. University Services Finance oversees all financial activities within University Services, a division of the University of Minnesota responsible for campus operations, including Facilities Management, Capital Project Management, Health and Safety, Planning, Space and Real Estate, Public Safety, and Auxiliary Services. The finance department is responsible for rate development, capital budgeting, accounts payable/receivable, general budgeting, payroll, financial analysis and reporting, legislative reporting, utility accounting (including purchasing strategy, billing, and rate development), project accounting, debt compliance and general problem solving. This position supports Parking & Transportation Services (PTS), a self-supporting unit of the University of Minnesota within Auxiliary Services. The department is responsible for the administration, operation and maintenance of reliable and efficient transportation services on the Twin Cities campus including transit, parking, Fleet, streets, walkways and way-finding. Fleet Services is a division of Parking and Transportation Services (PTS) and considered an Internal Sales Organization (ISO). Fleet Services handles compliance documentation for over 1,300 University vehicles or licensed equipment and administers the fuel credit card, vehicle insurance and safety.
Responsibilities
Project lead for modifications to complex accounting database systems 25.0% ï‚· Analyze design changes and enhancements as subject matter expert to PTS billing and other accounting systems. Some project lead examples include PTS continued transition to a new Parking Access and Revenue Control system (PARCS): o PTS Parking Budget Charge system. Billing of PARCS transactional data interfacing to University Central GL (PeopleSoft), Auxiliary Services GL (JD Edwards), and eStatements charging individual departmental for parking budget charge card activity. o PTS Parking Coupon/Voucher/Reservation system. Tracking and billing of PARCS transactional data to PTS Cash and Ticket Control system, PeopleSoft, JD Edwards, and eStatements charging individual departments for parking coupon/voucher/reservation activity. Analyze expansion of digital coupon/validation program (vs legacy paper coupon/voucher and VIP stamp programs) beyond current two high volume customers o PTS Prepaid Voucher system. Tracking and billing of internal University department online orders from custom PTS system to PeopleSoft, JD Edwards, and eStatements for Prepaid Coupon/Voucher orders. o PTS Cash and Ticket Control system modifications. PTS custom Cash and Ticket Control system serves to reconcile between PARCS transactional data for cash and credit card with the bank for safeguarding assets. ï‚§ Accounting & reconciliation report system modification projects. ï‚§ Daily (by business day) reconciliation of cash collections from individual point of sales (POS) machines facilitating separation of cash to bank deposit (of sales) and cash back to PTS vault (constant change fund). Calculation of Over/Short (O/S) and combining data from old and new PARCS POS machine O/S reports into one daily O/S report. ï‚§ Modifications to money room vault automatic reconciliation system to include new PARCS POS machines allowing for multiple daily physical vault cash counts.
Analysis lead or participate in proposed PTS work plan initiatives 25.0% o Student and Employee Universal Transit Pass Initatitves o Public and Fleet Electric Vehicle Charging Initatives o Mobile Parking App JPASS Initiative o Support Request for Proposal (RFP) processes for specific new PTS initiatives. o Support review of cost benefit justified PTS future initiatives.
Financial Analyst of PTS data 25.0% o Special Projects of complex data analysis for business decision purposes at the request of PTS Director and PTS leadership team (parking demand, transit data etc.). This position utilizes reporting tools within vendor supplied systems as well as PTS custom reports generated using Crystal Reports (Data Mining) to gather data to support management decisions. PTS currently has over 200 Crystal Reports for the Financial Analyst to customize or work with PTS Crystal Report writer to create new reports.
PTS Finance functional backup and support to critical duties. 15.0% o Access request change administration both financial and IT systems. o Cross train with other Accounting database system staff to back up roles for coverage and absences. o Payment Card Industry Data Security Standard (PCI DSS) compliance PTS team participation supporting accounting function. ï‚§ Support PCI DSS compliance for Parking credit card payment systems. ï‚§ Support review PCI DSS accounting functions policies, procedures, and documentation and work with PTS staff to improve compliance. ï‚§ Support annual PCI DSS Qualified Security Assessor (QSA) review.
Supervision and other duties as assigned. 10.0%
Work Environment The position requires work to be performed primarily in an office setting.
Salary Range: $85,000-$90,000
Minimum Qualifications  BA/BS with combination of education and experience to equal 6 years.  Experience designing and implementing accounting process and procedure changes.  Project leadership experience with small to intermediate system enhancements and upgrades.  Experience designing management reports to address business and operational needs.  Experience with Business Objects’ Crystal Reports or similar data mining/query report writing tools.  Intermediate experience with MS Word, MS Excel, or similar programs.  Experience with fully integrated database financial systems.  Ability to work independently, multi-task, set, and/or adjust work priorities.  Detail-oriented with excellent organizational strong analytical skills.
Preferred Qualifications  Knowledge of University Services’ and Auxiliary Services’ policies and procedures.  Knowledge of and experience with University policies, systems and procedures.  Experience in the University of Minnesota’s accounting and business procedures.  Accounting degree or certificate with CPA.  Project leadership experience with small to intermediate system enhancements and upgrades.  Ability to test, troubleshoot, and diagnose PTS custom database systems.  Ability to manage multiple projects and deadline priorities.  Ability to work independently and in consultation with multiple stakeholders.  Process documentation writing experience.  Effective verbal communication.
