The role of the Property Analyst is to be the primary point of contact for the negotiation, contracting, monitoring, and renewal or termination of right-of-way use permits, property and facility leases, franchise agreements, and agreements to use or locate within or across City-owned properties. The position requires determining fair market lease rates for various property types and requires extensive record-keeping and monitoring.
Distinguishing Characteristics: This position plays a key role in coordinating agreements and processes across multiple departments including Public Works, Finance and Administration, and the City Attorney's Office. Many of these agreements are between the City and private telecommunication entities.

Essential duties and responsibilities may include, but are not limited to, the following:
Track, monitor, and account for existing right-of-way use permits, facility lease agreements, and other leases, licenses, and agreements related to City-owned properties; coordinate with existing lessees or licensees.
Serve as the primary point of contact for requests for new right-of-way permit and facility lease requests; negotiate recommended terms and prepare required documentation for property permits, licenses, and/or leases.
Ensure required payments are current, and take appropriate, timely actions when existing permits, leases, or licenses need to be renewed or terminated. Partner with the Finance & Administration Department concerning late payments.
Coordinate with existing permittees, lessees, and licensees of right-of-way agreements, facility leases, and agreements related to City-owned property.
Determine fully-loaded permit, lease, and license rates consistent with current real estate market rates, such as pole use agreements, temporary easements, or right-of-way use agreements.
Coordinate the use of an asset maintained by another City department; facilitate any related lease requirements.
Initiate timely renegotiation of existing franchise agreements, partnering with other departments on terms for adjustment, and consulting with the City Attorney’s Office for legal counsel for more complex agreements. May serve as a liaison between telecommunication franchisees and their subscribers to ensure compliance with contract provisions.
Develop or assist with the development of new franchise agreements; seek third-party assistance as needed.
Develop or assist with the development of other agreements for use of the right-of-way.
Facilitate license and lease requests for use of the Cross Kirkland Corridor.
Prepare or assist in preparing agenda materials for City Council review and action.
Create and maintain databases and status reports.
Coordinate interdepartmentally to track permit, license, or lease payments.
Peripheral Duties:
Work interdepartmentally as an internal resource for questions about existing right-of-way use permits, facility lease agreements, and leases/licenses on City-owned properties.
Serve as an internal advisor to other divisions or departments on other real estate matters.
Assist with financial projections related to right-of-way agreements.
Perform functions as assigned in the City’s emergency response plan in the event of an emergency.
Knowledge, Skills and Abilities
Knowledge of local government’s general authority concerning public rights-of-way.
Knowledge of the general purposes and common terms of franchise agreements and/or other right-of-way use agreements.
Knowledge of the telecommunications industry.
Knowledge of the public and private utility industries.
Knowledge of real estate valuation techniques and real estate transactions.
Skill in negotiating, drafting, reading, and finalizing contracts.
Skill in tracking, maintaining, researching, and analyzing data.
Skill in meeting deadlines, particularly contractual deadlines.
Skill in making oral presentations.
Ability to determine current and long-term lease rates for the private use of public infrastructure.
Ability to create and maintain reports from databases.
Ability to present data and analyses in a clear, concise, easy-to-understand manner to a variety of audiences, including co-workers and leadership teams.
Minimum Qualifications:
Education: Bachelor’s degree in business, public administration, public policy, liberal arts, engineering, or related field.
Experience: 3 or more years of professional experience in a relevant discipline, such as contract negotiation and monitoring, real estate negotiation, telecommunications, franchises, or public administration.
Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience that would demonstrate the individual’s knowledge, skill, and ability to proficiently perform the essential duties and responsibilities listed above.
Licenses and Other Requirements:
Must have a valid Washington State Driver’s license and ability to remain insurable under the City’s insurance to operate motor vehicles.
Certified Review Appraiser certification is preferred, or ability to obtain within 2 years.
Physical Demands and Working Environment: Most work is performed in an office environment. Some site visits may be required. On occasion, attendance at evening meetings may be required, either virtually or in person.
