AREA OF RESPONSIBILITY:
Reporting to the Manager, Parks Capital & Community Development, and with a commitment to the vision and values of the Corporation, this position takes ownership of and assumes the key role as an accountable leader for the staff team responsible for the delivery of major and minor capital parks construction projects, contract administration functions, community development programs and contract oversight.
OPERATION SUPPORT
Establishing project requirements with client department, acting as a team leader on the project teams
Supervising the preparation of project charters, governance models, master plans, design concepts, facility fit plans, and other documentation
Overseeing and providing supervision on the section’s review of consultant’s background and due diligence studies
Supervising the preparation of proposals for Annual Capital Budget
Supervising the preparation of RFP’s (requests for proposals) and hiring of consultants to undertake detailed preparation of design, contract tender documents and construction supervision, and the processing of project revisions and payments to the consultants and contractors
Supervising the preparation of RFPs and RFQs for Blanket Purchase Orders with consultants, contractors and suppliers.
Supervising and frequently taking lead in project liaison with Council, the public and external agencies
STAFF SUPERVISION
Provides leadership and direction to Non-Union and Union Staff
Ensures work schedules align with Divisional service delivery standards
Monitor activities to ensure safety, quality, efficiency and productivity
Ensure staff have proper training for activities being performed
Promote professional development and continuing education
Review employee performance on a regular basis rewarding achievements and excellent work and taking progressive, corrective or disciplinary action as required
Analysing staff workload and reporting to department management on staffing requirements
Supervising regular updates of the section’s Capacity Plan
Advising consultants and contractors on the City’s requirements related to the capital projects
Supervising the preparation and up-dating of the section’s guidelines, manuals standard forms
Supervising the maintenance of the construction cost data-base for the section
CUSTOMER SERVICE
Provides customer service to internal and external customers
Maintain a positive corporate image by ensuring prompt, accurate responses to numerous internal and external inquiries
Provide documentation and evidence to support the City’s risk management, insurance and legal representatives in addressing damage or liability claims against the Corporation
Preparing and delivering responses on politically sensitive matters to Councillors and the public
Supervising the preparation of the section’s presentations and project status reports
COMMUNICATION AND REPORTING
Representing open space issues at various internal and external Committees and meetings, attending public meetings and open houses to present parks, special civic design and community development projects being undertaken by the City.
Preparing and updating all of the section’s design and procedural standards
Managing and providing advice to section staff in the preparation of reports to Committees and Council
CORPORATE CONTRIBUTION
Provides oversight and direction on Policies and Standards
Provides guidance to staff on the, acts, regulations, policies and standards of external agencies such as DFO, MNRF, MOEE, Region of Peel, CVC, TRCA, etc.
Implementing city strategic and guideline documents such as the Parks and Recreation Master Plan, Outdoor Master Wayfinding Program, Master Plan, Flower City Strategy, Gateway Development Policies
BUDGET SUPPORT
Supervising the section’s preparation of annual and long range Operating and Capital budgets as they relate to capital parks construction projects and community development programs.
Prepare asset condition reports for the purpose of budget forecasting on all parks outdoor assets
Review monthly budget, monitor spending and ensure cost control
Preparing the section’s component of the department’s annual service plan
Supervising cash-flow for completed work on capital projects
Regular monitoring of capital expenditures against service levels
TEAMWORK AND COOPERATION
Represent the Department or Division as a member of various committees and teams
Participate in meetings and report to divisional management team content of meetings and any impact on standards, service level and or budget
Attend site meetings for the purpose of investigation, project initiation, plan review, site construction and acceptance of new construction or asset replacements
Representing open space issues at various internal and external Committees and meetings, attending public meetings and open houses to present parks and special civic design projects being undertaken by the City.
SELECTION CRITERIA:
EDUCATION:
Degree in Landscape Architecture followed by at least four (4) years of relevant practical experiences in both the public and private sectors; or a three (3) year diploma in landscape technology with at least eight (8) years of relevant practical experience.
REQUIRED EXPERIENCE:
A minimum of eight (8) years of relevant practical experience and 3 to 5 years supervisory experience preferred in a unionized environment
OTHER SKILLS AND ASSETS:
Exceptional written and verbal communication skills are essential; knowledge of the use/operation of computers, current CADD, graphics and project management programs, including MS Office; excellent customer service/public relations skills; ability to work independently and as part of a team
Working knowledge of various Ontario Legislation including the Planning Act, Occupational Health and Safety Act, Construction Lien Act as well as CAN/CSA Z614 Children’s Playspaces and Equipment.
Understanding of Construction and Contract Law
Demonstrated knowledge of project management and contract administration related to park construction and land development
Ability to negotiate, facilitate and present complex information to a variety of audiences
Full membership in the Ontario Association of Landscape Architects
Must possess a valid Ontario “G” Driver’s Licence.
