MAJOR FUNCTIONS
Advanced career professional responsible for designing and implementing strategies to develop employee skills, enhance organizational performance, and foster a culture of continuous learning. Devises strategies for the development of and support of leadership staff to increase retention and strengthen the organization’s position as an employer of choice that values and supports a diverse and inclusive workforce. Serves as the organization’s expert in adult learning theory, workforce development planning, succession planning, professional and personal development, career coaching, and human performance analysis. Reports to the Equity and Human Resources Director (Director) and manages the organization’s education, training and development programs. Supervises the Organization and Talent Development (OTD) staff.
ILLUSTRATIVE DUTIES
Coaches and advises senior management staff in matters related to organization design, communication, and professional development
Identifies development and performance gaps, designs and leads development opportunities for senior management staff
Leads oversight of the development and execution of the Emerging Leader’s Program
Develops and leads the Succession Management Development Program
Develops and leads the Certified Public Manager Program
Assists the Director with developing and leading the organization’s Management Succession Plan
Assists the Director with developing and leading the organization’s Workforce Plan
Supervise the Organization and Talent Development (OTD) staff
Develops the OTD team’s performance metrics and reports performance to the Director and others, as directed
Conducts the OTD employees’ performance evaluations and disciplinary actions, as required
Leads the design and implementation of the organization’s training and development programs and courses
Serves as program dean for programs and teaches frequently
Assists the Director with assessment of divisional core competencies, alignment of job roles, as re-design of job descriptions, as needed
Conducts surveys, scholarly research, and assessment, produces reports with quantifiable and quantitative data, and explains the findings in a manner consistent with a doctoral level practitioner
Prepare and monitors OTD’s annual budget and the content for the County’s Budget book
Develops and maintain professional relationships within the local and regional areas for the purpose of having access to appropriately qualified individuals who may be called upon to provide educational and development services to the organization
Drives program marketing and enrollment strategies
Develops and maintains the Mission and Vision for the division and ensures alignment of the OTD initiatives with the organization’s strategic goals
Leads, manages, and ensures the continued development of the OTD team
Researches and scans the environment for opportunities to apply for awards, pursues the development of applications for awards, and seeks other opportunities to acquire services, accolades and awards for the organization to assist in attracting new employees and retaining existing employees
Completes special assignments and projects as determined by the Director

Ability to apply leading practices in the designing, planning, coordination, conducting, monitoring and evaluation of programs and development activities
Ability to establish and maintain effective working relationships with the Director, co-workers, leadership, and the general public
Ability to successfully drive a variety of projects simultaneously with little to no direct supervision
Ability to make mostly independent decisions, strong problem solving, and communication skills
Ability to complete projects independently or collaboratively, as assigned
Must be a strong communicator with excellent English speaking, writing, and grammar skills
Ability to use and demonstrate good judgement and capability to conduct self in a professional, engaging, and respectful manner
Apply a strong knowledge of adult learning and human development theory in practice
Discern when a problem or challenge falls outside the scope of one’s area of expertise or area of responsibility
MINIMUM QUALIFICATIONS
Graduate of an accredited four (4) year college/university with a master’s degree in Organizational Development, Human Resources, Instructional Design, I/O Psychology, Anthropology, Human Development, or a related field and have a minimum of six (6) years of responsible professional experience in an organization development, workforce planning, training and talent development role, or developing and executing manager development solutions at enterprise-wide scale, and have four (4) years of experience as a manager, supervising professional employees.
SPECIAL PREFERENCE
Preference will be given to applicants who possess a doctoral degree in Organization Development, Human Resources, I/O Psychology, Sociology, Anthropology, Human Development, or Higher Education
SHRM, HRCI or ATD certification preferred
Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment within this classification.
SPECIAL REQUIREMENT
This position shall be required to report for work as directed when a declaration of emergency has been declared in Polk County.
