Job Summary
The Health Center Development Program Director is responsible for improving access to healthcare in underserved Texas communities by providing essential training and technical assistance to Federally Qualified Health Centers (FQHCs), FQHC Look-Alikes and new health centers. The Health Center Development Program Director works collaboratively with these health centers to support service expansion, operational excellence, and regulatory compliance, aiming to increase both the reach and quality of care. This role is central to fostering long-term growth and resilience in healthcare services for underserved populations, ensuring that community health centers remain a vital resource in addressing community healthcare needs. The Health Center Development Program Director will provide technical assistance to help add new service sites, introduce new types of health services, and expand the capacity of existing services. The Health Center Development Program Director will guide health centers in maintaining financial sustainability and strengthening the center’s operational practices. Assisting health centers meet quality standards and coach them on compliance with federal, state, and local regulations.
Duties and Responsibilities
Financial Analysis:
Conduct Economic Impact Assessments to demonstrate health center value to the state of Texas
Conduct Financial Trend Analysis for health centers throughout Texas and update the tool as needed to track key financial indicators
Strategic Planning:
Collaborate with community members and leaders to identify organizations that can fill gaps identified in the needs assessment.
Evaluate the potential for new health center service sites and/or LAL status and develop a plan to achieve the appropriate outcome.
Provide ongoing support to the organization(s) working toward LAL status.
Develop tools to support the implementation of health center business and action plans
Operational Assessment and Performance Improvement:
Provide targeted training to health center staff to improve operations
Coordinate virtual networking and training events, including identifying emergent issues, engaging speakers, and hosting events
Develop materials to support health center leadership and governing boards in continuous quality improvement for operational and financial performance
Conduct operational assessments and/or strategic planning assistance for health centers focused on evaluation for improvement of operational and financial performance
Regulatory Compliance Assurance:
Conduct desk reviews of key financial, operational, and clinical performance metrics for health centers and provide feedback for improvement
Conduct on-site health center compliance reviews followed by the development of reports identifying gaps, with strategies to improve performance and compliance
Technical Assistance:
Provide technical expertise and guidance to health centers on issues like quality improvement, clinical operations, and regulatory compliance on an as-needed basis
Reviewing organizational documents such as bylaws, needs assessments, grant applications, and federal change of scope requests
Coordinating with the other departments to communicate the impact of federal and state policies on health center operations
Assist with team duties as needed to ensure departmental and programmatic stability
Other duties as assigned
