Senior Regulatory Analyst
Range of Consideration: Washington Management Service (WMS) - Band 2. The starting salary offer will be determined based on the successful candidates’ qualifications within the salary range of $99,705 – $117,300 annually. However, to allow room for growth and progression increases, the salary band maximum is $130,320 annually.

The Opportunity:
The UTC seeks to fill the role of Senior Regulatory Analyst within the Energy Rates and Services section to play a critical role assisting the commission when navigating highly complex and technical power supply, modeling, and forecasting issues. This is accomplished by conducting reliable analysis, summarizing and packaging technical information clearly and accurately, identifying the critical points of highly complex power supply filings, and balancing stakeholder interests. The Energy Rates and Services section makes recommendations for the commission on utility proposals for rate increases, tariff revisions, accounting and economic issues, and policy interpretations.
Hybrid:
Although this is a hybrid opportunity, the successful incumbent must reside within Washington state and must be available to report to the Lacey, Washington headquarters building as needed.
Travel:
Moderate travel during and outside normal work hours throughout the state or country may be required.

What you’ll do:
Reporting to the Deputy Director of Energy Rates and Services, the Senior Regulatory Analyst provides advanced expertise for analyzing and reviewing highly technical work products related to power supply, modeling, and forecasts within all Energy sections of the Regulatory Services division. This position performs the most complex economic, statistical, and technical analysis on the statewide and national scale.
The incumbent provides program oversight of power supply filings and forecasts by examining filings related to power supply; providing guidance to teams of analysts to assess power cost and utility rate filings, while serving as the principal point of contact for each case; evaluating and conducting research and analysis on emerging power supply and cost-related issues relevant to Washington utilities; and establishing program priorities for monitoring industry trends, commission orders, policy developments, and market conditions at the state and national level. This role also manages the review of power supply forecasts and modeling, financial results of operations, accounting adjustments, cost-of-service pricing models, and other critical utility filings.
Additional duties include, but aren’t limited to the following:
- Provides the commission with expert level recommendations pertaining to decisions on utility filings through formal written memoranda, commissioner briefings, public presentations, and in formal adjudications, such as general rate proceedings, through written and oral expert testimony. Assignments are highly unusual, strategically critical, and politically sensitive with the highest degree of complexity.
- Evaluates the validity of utility requests through quantitative, qualitative, and anecdotal analysis by applying advanced principles of economics, financial accounting, and regulatory theory. Evaluation may include the review of complex financial statements, large data sets, cost-benefit analysis, accounting standards, regulatory or economic theory, policy analysis, and other forms of data and evidence.
- Leads high-level negotiations, facilitates collaborative processes on complex and politically sensitive matters, and proactively manages emerging disputes to align with the commission’s objectives and the public interest. Engages strategically with policymakers, Commissioners, utility executives, industry leaders, and stakeholder groups to influence and shape regulatory outcomes on power supply and cost recovery issues.
- Designs and leads staff training programs to build capacity and expertise within the Energy section, ensuring staff remain current on industry best practices, regulatory precedents, and emerging energy market challenges. Provides ongoing mentorship and direction to strengthen staff judgment, analytical skills, and policy application.
- Monitors and assigns cases for Energy Rates and Services staff and oversees rulemaking teams or participates as a subject member expert (SME), drafting administrative rules to implement new legislation, to streamline or improve existing administrative procedures, or to eliminate or replace outdated processes.
- Initiates and leads specialized investigations into potentially problematic utility practices or filings, assigning staff resources and setting investigative strategies. Evaluates the financial and policy impacts of identified issues, including qualitative and quantitative impacts to ratepayers and the public interest. Directs identification of root causes and coordinates with agency leaders to determine corrective actions and long-term policy implications. Provides strategic recommendations for resolution and communicates findings through high-level reports and testimony that inform commission decision-making.
- Provides strategic direction to and participates in processes that represent the UTC, such as preparing fiscal notes and detailing how a proposed bill would affect the agency’s workload.
