The Financial Analyst will be a collaborative member of the Resource, Planning, and Management (RPM) team, to provide financial and budget analysis and support financial operations and reporting processes through transaction and data management for the Information Technology Services (ITS) Division. As a seasoned experienced professional, the analyst will apply their knowledge of fiscal and business operations for the development and ongoing maintenance of RPM processes and policies impacting all departments within ITS.
The position will focus on operational financial management and reporting, and provide assistance and input for strategic financial management, analysis and reporting. On the operational level, the position develops standard and ad hoc reports, manages and balances the staffing list, projects year-end balances, completes annual recharge call effort, and oversees fiscal closing for the unit. On the strategic side, the position will assist with the development of long-range planning views, financial reporting on budget planning and forecasting, and funding model options, including recharge rate development efforts, services costing, and an array of other analyses needed in support of an IT organization within higher education.
This position will work closely with unit staff to provide training, solicit feedback, and meet the needs of the organization through effective service delivery. While reporting to the Finance Director, the analyst will work closely with the Business Operations Manager and Human Resources Manager.
APPOINTMENT INFORMATION
Budgeted Salary: $82,650 - $91,350/year. Salary commensurate with skills, qualifications and experience. Under California law, the University of California, Santa Cruz is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary above the posted range. JOB DUTIES
60% - Budget Management & Financial Analysis
Gathers information, analyzes, prepares and summarizes recommendations for financial and / or resource plans, including annual resource allocation approaches, trends future requirements, operating forecasts, sources and uses, etc. Examples include generating, modifying, and conceiving of new financial or other resource reports, or analyzing and forecasting staff / faculty salary budgets, contracts, grants, gifts, endowments, or user fees.
Analysis and reporting work will support budget planning (creation of new budgets, planning for programmatic and inflationary adjustments), forensic accounting, revenue projections, and/or financial forecasting for various types of sources/activities including funding from the State, student tuition, and fees, indirect cost receipts, contracts, grants, gifts, endowments and other.
Ensures that the appropriate internal controls are addressed, maintained, and strengthened to protect University resources.
Coordinates with unit budget analysts to keep financials current and actual as part of a quarterly reconciliation process and during fiscal close.
Manages systematic payroll review, reconciliation, audits, and reporting.
Performs complex financial & resource analysis on the ITS Staff Overhead Budgets. Prepares quarterly analysis and financial reports on current state, trends, and proposed/projected expenses. Presents findings to the IT Leadership Team quarterly. Facilitates and makes recommendations on processes and improvements.
Independently coordinates, develops, and implements an ongoing detailed review and analysis of the monthly billing for various ITS services through the ITS Enterprise Billing System and the campus recharge process, including.
Reconciliation of charges on a monthly, quarterly and annual basis.
Auditing accounting codes to align with the campus standards.
Monitoring and analysis for discrepancies and trends.
Conducting an annual review providing data analysis, summarizing current gaps & identified areas of risk.
Soliciting feedback for continuous process improvement.
Ensures timely billing and provides support to unit budget analysts to review and resolve discrepancies between internal/external records, general ledgers, business intelligence systems, and other reporting tools.
Manages financial reporting requests from central offices such as the Unrelated Business Income Tax (UBIT), Campus Controller's Year-End Financial Certification, Administrative Overhead, and fiscal closing deadlines.
40% - Data Analysis & Transaction Management
Reviews, analyzes, and reports on various IT services billing, invoice management, IT Infrastructure invoices and recharge billing to campus customers.
Provides reports, proposals, and analysis for varied and complex budgetary, financial, and resource projects along with associated tasks such as documentation, revenue deposits, consumer price index adjustments, and expense tracking & reporting.
Collaborates with stakeholders and subject matter experts in deconstructing complex issues and applying critical problem-solving (bill analysis) for identifying and determining, how to pay for ad-hoc charges.
Establishes a cyclical review with key staff to evaluate and update the various matrices that capture the different types of infrastructure agreements ITS has in place.
Applies financial services concepts including billing, accounts receivable, accounts payable, and purchasing to resolve issues, and prepare business process procedures and policy recommendations.
Assists the HR Manager with preparation, tracking, and input of employee actions to support recruitment, reclass, and other actions for ITS Staff. Updates and reviews a database of tracking materials and maintain HR Analytics. Assists with other HR projects as needed.
Participates & leads complex audits of processes and recommends changes when appropriate. Ensures that internal controls are addressed, maintained, and strengthened to protect University resources. Elevating issues and implementing root-cause analysis when needed.
Develops timely and accurate provider contract analyses that outline the key rates, terms, and conditions in the clients various agreements and amendments to those agreements.
Recommends and implements quality customer service standards and procedures to affect various constituencies, including internal departments and external vendors.
Provides department support in the areas of business process analysis and design, system or procedure testing and implementation, documentation, security, workflow, and customer feedback. Complete policy and procedure documentation for financial and unit activities.
REQUIRED QUALIFICATIONS
Bachelor's degree in related area and / or equivalent experience and / or training.
Thorough knowledge of finance policies, fund accounting, general accounting principles, policies, practices, and enterprise financial systems.
Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.
Proven interpersonal skills with a strong service orientation.
Effective organization processes, critical evaluation, and critical thinking skills with attention to detail.
Proven ability to develop processes or systems to track, maintain and analyze diverse and complex data and records.
Ability to independently gather required information to organize and perform financial analysis assignments.
Proven ability to effectively present complex financial information and other data through applicable methods in a clear and concise manner.
Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Ability to quickly gain proficiency using new systems and software.
Ability to function as a member of a team.
Proven ability to work with a high degree of accuracy including management of large data sets and transactional work.
Demonstrated ability to work in a fast-paced environment and produce accurate outputs.
PREFERRED QUALIFICATIONS
Experience and knowledge of fund accounting in higher education.
Experience designing and managing capital projects/planning for financial/dept modeling and fiscal analysis.
