Overview of Role:
This position serves as a key member of the Superintendent's Cabinet, responsible for the strategic management, planning, and oversight of all district personnel functions. The Chief of Human Resources ensures compliance with district policies, protocols, and legal mandates while fostering a positive and supportive work environment. This role directly impacts student success and organizational effectiveness by leading the recruitment, hiring, development, and retention of qualified staff.
Job Goal:
Serve as a member of the Superintendent’s Cabinet as a liaison to district personnel, ensuring complete and effective compliance with established personnel policies, protocols, and practices. Committed to building a team of professionals who are passionate about students' success and willing to dedicate the necessary time and resources to meet the needs of all students. Work directly with members of the Cabinet, DLT (District Leadership Team), and building/department leadership to support the effective and efficient provision of instructional programs and services across all aspects of the district as it pertains to the recruiting, hiring, and retaining of highly skilled and qualified personnel. Serve as an integral point person district-wide in recruitment and selection, retention, classification and compensation, staffing, application processing, performance evaluation, credentialing, new employee orientation, investigation, employee discipline, contract administration, and professional development.
Major Responsibilities and Duties:
Organization and Administration
Dedicated to fostering a 21st-century learning environment for our students' success through the recruitment, selection, assignment, retention, and evaluation of a quality workforce.
Prepare recommendations and a confidential staffing memorandum for the Superintendent’s submission to the Board of Education.
Provide excellent customer service and public relations.
Plan, develop, and administer staff record-keeping programs and procedures regarding certification, seniority, longevity, tenure, benefits and attendance, and professional development.
Develop job descriptions for new positions and assist in the review and revision of existing positions and their respective job roles and responsibilities.
Recruit, approve, and maintain lists of per diem substitutes for instructional and non-instructional positions as needs dictate.
Prepare and distribute staff vacancy notices and advertisements for applications.
Secure and maintain the personnel files of all employees.
Remain abreast of governmental statutes, rules, and regulations pertaining to personnel administration and ensure district compliance.
Develops and monitors progress of key performance indicators (KPIs) for HR.
Devises a detailed plan to address HR Audit recommendations.
Focuses on a transactional approach to the HR functions.
Labor Relations
Administer and interpret the provisions of negotiated agreements within the district.
Provide leadership in working with collective bargaining units in determining appropriate changes and modifications.
Assist the district’s chief negotiator and work toward the development of acceptable and functional negotiated agreements.
Supervise the processing of all contractual grievances and arbitrations.
Facilitate mediation and resolution of employee/supervisor conflicts.
Ensure fair and consistent labor practices.
Performance Standards and Professional Development
Build a foundation of employee excellence through collaborations with district-level administrators and building administrators in assessing and providing for professional development for all certificated and classified staff.
Coordinate and oversee the filing and tracking of annual performance appraisals for all staff.
Co-Chairs the district’s Professional Development Committee with the Deputy Superintendent and oversees the annual development of the district’s Professional Development Plan.
Collaborates with the Deputy Superintendent to provide and support professional development opportunities.
Conducts satisfaction surveys of HR services and supports.
Budget and Financial Management
Collaborate with the Assistant Superintendent for Finance & Operations and the Deputy Superintendent to maximize staffing resources.
Reconcile budgeted positions with actual employees.
Recommend employee step placement and negotiate salaries where there are no schedules.
Advise the school district finance office of approved salary adjustments and verify all claims for changes in step on salary schedules.
Assist in projections of annual staffing needs for budget development.

Qualifications:
Valid New York State School District Leader (SDL) or School District Administrator (SDA) certificate.
Minimum five years’ experience in administration and supervision in the certified and/or classified service preferred; other administrative experience will be considered as deemed appropriate to the responsibilities of this position.
Extensive knowledge of the principles, practices, methods, and current trends of personnel administration preferred.
Strong knowledge of labor relations, employment law, and HR best practices.
Excellent communication and interpersonal skills.
Ability to build strong relationships with staff, administrators, and the community.
