Directly reporting to the Assistant Director of CFS Core Service Operations, with a dotted line to the Assistant Director of PAS this position supports and works closely with the CFS Application Manager who is responsible for providing system and operational support for multiple systems including, but not limited to, Epic EHR, Claims Manager, ECU GL Banner, Experian, and Availity to improve user workflow efficiency through quick response to system issues and high utilization of automation; accuracy through system edits and also through automation which promotes cleaner, expedited claims thereby yielding fewer claim denials and faster payments. The IT Business Analyst stays abreast of open or ongoing work the CFS Application Manager is involved in and is able continue with high priority items for the Application Manager.

System and Operational Support Services.
This position works closely with ECUP's Central Billing Office staff and the CFS Application Manager to continually improve upon systems and applications used by CFS. The individual assists in developing Epic and operational workflow change recommendations to meet the demands of changing regulatory or operational environments. The incumbent will assist in facilitating improvements and enhancements to the Epic system by co-leading, supporting the CFS Application Manager or independently facilitating meetings with CFS leadership and staff to learn about their needs and assist in coordinating enhancement requests on their behalf.
This position supports the CFS Application Manager and leadership in monitoring the effectiveness and the updating of Epic rules, work queues, claims, and remittance to continually improve the system's performance and identify new business opportunities.
This position provides support for Epic performance issues by working closely with the CFS Application Manager and ECU Health IT to report, troubleshoot, and resolve performance and communication issues. The incumbent under the direction of the IT Application Managers or independently Business identifies the root causes of such system issues to develop countermeasures to prevent such issues from reoccurring.
The incumbent uses their system knowledge of EPIC, and analytical expertise to develop analytical processes evaluating the best technical options and feasibility. Developing such solutions will require the consideration and integration of work performed by other staff to produce a final project.
This position assist in providing support for the Claims Manager system by maintaining user access and updating rules as needed. The position provides technical support for claims manager to troubleshoot performance and communication issues by working closely with the Application Manager, ECU Health, and ECU IT.
This position has gained knowledge about the University Banner system [GL] and uses their analytical skills troubleshooting issues data interface issues, or changes to the interface. The incumbent will need extensive knowledge of ECUP's business operations and SharePoint efficiency to provide technical support for the ECU Health Physicians SharePoint website.

Business Continuity and Disaster Preparedness
As directed by CFS Senior Leaders and/or the Application Manager, this position maintains an established Business Continuity Plan such that, in the event of a disaster, CFS critical staff can connect to the university and Epic as required to provide critical billing services for ECUP. This position will regularly update the roster of staff that are identified as business critical as well as update the established communication paths such that staff can quickly connect with each other. This position ensures that identified critical staff are mobile enabled and have adequate hardware to perform their job functions remotely and provides regular training for staff and testing of remote capability semi-annually to ensure business continuity in case of a disaster.

Assists in Overseeing the Ticketing System
This position assists in managing the ECUP ticketing system using a standardized ticket submission process and requiring a standard set of info to submit a ticket. This position meets with CFS functional leadership to determine the validity and priority of tickets.
In the absents of the CFS Application Managers or as directed ensures regulatory compliance by completing HIPAA assessment annually for Experian system, Claims Manager system, the Availity system, and the CFS Shared Drives which are reported to the ECUHIPAA Security Office.

About 350 of this support staff are working within centralized and decentralized revenue cycle operations. The practice provides roughly 550,000 outpatient, 155,000 emergency room and 126,000 inpatient services annually to nearly 160,000 patients. Clinical Finance and Business Support Services reports Jason Foltz, DO, chief medical officer, ECU Health Physicians, with a dotted line to Joel B. Stocks, CPA, Interim Executive Associate Vice Chancellor for Health Sciences Administration & Finance to support key fiscal and operational components of the clinical practice and revenue cycle operations. These include direct management responsibility for staffing and operations in the centralized functions of the Central Billing Office (CBO) and oversight for decentralized activities. Centralized functions include Payor Contracting and Evaluation, Regulatory Compliance and Credentialing; Computer System and Procedure Training; Insurance and Patient Billing, Follow-up and Collections; Cash Management of Professional Fee Revenue; Business Intelligence Services such as Reporting and Analytics; Coordinated Patient Access Support; and Contact Center.
