Overview:
Under minimal guidance, performs complex research and analytical tasks in the areas of operational performance measurements, and special projects within the department. Develops models to assess short and long-term resource allocation needs. Performs various administrative and performance based fact-finding projects requiring in-depth knowledge of bus and rail operations. Works collaboratively with relevant Departments to understand trends and develop forecasts of operational needs. Develops and presents comprehensive performance reports to various internal and external groups or committees.
This is an exempt position in Salary Grade R: Min $90,147.20 – Mid $107,452.80 – Max $124,758.40 annually. The starting salary will be within this range based on qualifications.

Responsibilities

Acts as a consultant to management, mentor and/or technical “lead” and expert creating “cutting edge” innovation specific to operational performance trending and reporting.
Creates databases and models used to forecast short- and long-term resource needs (i.e., person power). Develops and maintains a model for short- and long-term person power needs to inform recruiting initiatives and budget development.
Serves the department (Division) in close liaison with Financial Planning and Analysis and serves as the Operations lead in the development of the quarterly performance measurement report; ensures the accuracy and thoroughness of the report and timely preparation.
Compiles, extracts, analyzes, and prepares data relevant to monthly, quarterly, and annual performance of OC Bus, OC ACCESS, Metrolink, OC Streetcar (starting 2024) and other modes as needed.
Compiles, extracts, analyzes, and prepares operational related service change data for use in downstream systems (i.e., Data Warehouse, Central Communications, Google Transit Feed, Swiftly, and Ridecheck Plus).
Performs the monthly operations related National Transit Database (NTD) reporting activities using the Data Warehouse and Ridecheck Plus, validating the accuracy of the data and the compliance of the process.
Identifies areas of service performance for management focus, review, and attention; provides professionally written recommendations for resolution to potential issues or concerns, including optional courses of action and supporting documentation and analysis for recommended option.
Monitors ridership, on-time performance, and safety metrics by analyzing boardings and other data as available in the agency dashboards at system, route, and period levels, as appropriate, to create strategic insights for management review.
Maintains familiarity with agency operations, strategies, and development. Monitors national business unit trends and developments and reports on significant items.
Performs creation and development of graphics and reports for presentation at various meetings of internal and external groups and committees.
Any combination of education and experience equivalent to a bachelor's degree in Finance, Business, Planning, Statistics, Analytics, or similar field, with a minimum of six years of applicable experience.
Knowledge of:
Personal computers and business (Microsoft Office suite) software, including Microsoft Power BI.
Mathematical and/or analytical practices and procedures.
Statistics, trends analysis, cost benefit analysis and performance measurements.
Creating and tracking performance measures.
Basic project management techniques.
Experience collaborating with stakeholders to develop performance goals and objectives.
Research techniques and quantitative analysis including data collection, research, and meta-data analysis.
Strong written and oral communication and presentation techniques.
Ability to:
Conduct data research and statistical analysis and prepare and organize comprehensive management reports, performance measurement reports, and analysis.
Review administrative problems and adopt appropriate course of action.
Gather, compile, and summarize complex data/information.
Communicate effectively orally and in writing with all levels of management and staff.
Prepare complex spread sheets, charts, graphs, and reports.
Review policies and procedures and present sound recommendations
