Senior Regulatory Analyst
Range of Consideration: Washington Management Service (WMS) - Band 2. The starting salary offer will be determined based on the successful candidates’ qualifications within the salary range of $100,000 - $108,000 annually. However, to allow room for growth and progression increases, the salary band maximum is $130,320 annually.

The Opportunity:
The UTC seeks to fill the role of Senior Regulatory Analyst within the Energy Planning section to provide technical analysis and recommendations necessary for the commission’s decision-making processes with respect to energy planning, rates charged, and the terms and conditions. This is accomplished by analyzing technical information and presenting it clearly and accurately, identifying the critical points in filings, and balancing stakeholder interests. The Senior Regulatory Analyst is responsible for providing expert-level recommendations on the most complex issues with the highest and broadest impact on multibillion dollar gas and electric utilities and energy customers, and other communities and populations within Washington.
Hybrid:
Although this is a hybrid opportunity, the successful incumbent must reside within Washington state and must be available to report to the Lacey, Washington headquarters building as needed.
Travel:
Moderate travel during and outside normal work hours throughout the state or country may be required.

What you’ll do:
Reporting to the Deputy Director of Energy Planning, the Senior Regulatory Analyst performs the most complex economic, statistical, or technical analysis related to high-profile filings, rulemakings, or other projects that carry substantial statewide importance or public interest, and reviews analytical work products from across the Energy sections.This position is responsible for advanced level expertise involving energy resource planning, rulemakings, performance-based regulations (PBR), mergers, tariff revisions, economic issues, and energy policy interpretations.
Additional duties include, but are not limited to the following:
- Leads complex, technical analysis related to clean energy planning and its implementation.
- Provides the commission with expert level recommendations to decisions for energy planning filings through testimony, formal written memoranda, commissioner briefings, public presentations, and in formal adjudications and open meetings. Assignments are highly unusual, strategically critical, and publicly sensitive with the highest degree of complexity.
- Responds to external inquiries and provides technical assistance to regulated electric and gas companies, unregulated entities, interested people, customers, shareholders, industry groups, law firms, and federal and state agencies. Conducts site and company visits to support analysis of complex filings.
- Conducts expert evaluations and complex technical reviews, financial statements, cost-benefit analysis, regulatory or economic theories, policy assessments, and other data and evidence. Utilizes utility modeling to assess energy resource planning and support the delivery of reliable, cost-effective utility services.
- Participates in advisory groups or speaking engagements and is willing and able to travel, sometimes on short notice. Moderate travel during and outside normal work hours throughout the state or country may be required.
- Designs and leads quarterly staff training and mentoring junior staff members on energy planning related national and state issues, including new legislative initiatives, regulatory theory and principles, policies, rulemakings, tariffs, and legal standards. Provides ongoing mentorship and direction to strengthen staff judgment, analytical skills, and policy application.
- Demonstrates leadership competencies and leads complex rulemakings related to energy planning and program implementation, providing regulatory and policy expertise to guide staff analyses and recommendations on energy program filings. These filings often involve petitions, tariff filings, rate revision requests, and proposals for new energy offerings that significantly affect consumers.
- Translates complex technical information into clear and accessible language for both technical and non-technical audiences. Communicates findings and recommendations through memoranda, formal testimony, and presentations related to tariff filings, petitions, and other requests from utilities and interested parties, ensuring clarity, accuracy, and a coherent narrative flow.
- Evaluates complex fiscal notes and engages with policymakers, agency leaders, Commissioners, policy advisors, stakeholders, state agencies, industry advocates, and company representatives on strategically important issues. Facilitates negotiations between parties and assesses the fiscal impacts of proposed actions or agreements.
- Conducts expert level technical research directly relevant to the regulation of public utilities in Washington state, analyzing complex key commission orders, policy statements, and industry trends and developments regionally and nationally. Provides insights that inform current and future commission proceedings.
- Provides the commission with expert recommendations on administrative rules, policies, standard procedures, the Administrative Procedures Act (APA), tariff requirements, commission rules, and applicable federal and state laws. Ensures that individuals seeking guidance clearly understand the relevant regulatory requirements.
- Initiates major projects, exercising strategic judgment and primary responsibility for project management. Coordinates the efforts of multiple analysts to successfully achieve project objectives.

Required Education, Experience, and Competencies.
- Bachelor’s degree or higher in business administration, economics, engineering, or a related field from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA). Education may be substituted by additional years of experience.
- At least 5 years of progressive experience in energy planning, forecasting, or policy guidance related to utility regulation or equivalent.
- Advanced knowledge of statistical modeling, forecasting techniques, energy marketing tools, and analysis.
- Demonstrated strategic experience leading cross-functional teams or complex projects through stakeholder engagement and using adaptive leadership to achieve defined outcomes while ensuring timelines and milestones are met.
- Extensive experience analyzing highly complex utility acquisition and resource planning issues within regulated utility environments to deliver informed operational decisions through advanced standards in writing.
- Advanced knowledge and experience working with utilizing comprehensive proven application of research methodologies to gather, assess, utilize data effectively (e.g., quantitative, qualitative, case studies, focus groups).

Preferred/Desired Qualifications:
One or a combination of the following:
- An advanced degree in a relevant field, such as business administration, economics, financial accounting, law, or public utility regulation.
- Experience performing regulatory analysis for Washington state government.
- Experience in complex economic analysis, financial accounting, public utility regulation, public utility law, or utility operations.
- Advanced technical writing experience for decision makers or applying principles of legal or argumentative writing.
- Experience writing administrative rules or participating on a rulemaking at a regulatory agency.
- Experience implementing data analytical tools and concepts, including but not limited to experience organizing and performing data mining and cleaning, statistical modelling, data visualization, and Microsoft software packages (such as Power Query, PowerBI, and Power Automate).
