SUMMARY:
This Budget & Accounting Analyst position is responsible for a wide range of financial and administrative functions at the City of East Lansing Department of Public Works (DPW) and Environmental Services (DPW) and provides high level accounting support to the DPW Director.
Budgeting:
Participate in the preparation, entry and review of the DPW budget across eight funds
Oversee the city’s vehicle and equipment fleet rental rate model
Maintain and utilize the water and sewer rate model
Maintain & utilize the DPW building rental rate model
Maintain and update various fee calculation spreadsheets
Ensure the accuracy of engineering and operations pool labor cost distributions
Quarterly monitoring of budget-to-actual performance across all funds
Purchasing and Billing:
Oversee the accuracy of the invoice approval process including compliance with department policies
Oversee the accuracy and effectiveness of the inventory process
Manage purchase orders and ensure compliance with purchasing and financial policies
Prepare and review annual invoices to Michigan State University, Meridian Township and the Michigan Department of Transportation
Oversee annual Easy Cart, cross connection inspection, hazardous sidewalk, and festival billings
Develop spreadsheets to support accurate cost estimating and billing processes
Payroll:
Monitor and streamline the timesheet processes for work order projects
Ensure payroll compliance with two union contracts and non-union policies
General Accounting:
Manage the disbursements and reporting requirements for various grants and State Revolving Fund (SRF) Loan projects
Monitor permit bonds and deposits

REQUIREMENTS: Bachelor’s degree with a major in accounting or finance and five (5) years of increasingly responsible accounting experience (preferably fund accounting or governmental experience), but may be substituted with equivalent training, education, or experience. Registration as a State of Michigan CPA preferred but not required. Must be able to communicate effectively with other City employees and the public.
