Responsible for the planning, development, design, administration, and enforcement of logical and manual systems control and procedures in the day-to-day systems for Information Technology (IT) Operations. Participate with the installation, monitoring, maintenance, support, and optimization of all network hardware, software, and communication links that create local area networks (LANs) and wide area networks (WANs) across the organization. Evaluate, develop, implement, and maintain WAN/LAN and Wi-Fi functions for assets in a highly secured network, and provide appropriate documentation for compliance. Analyze and resolve network hardware and software problems in a timely and accurate fashion, and provide end user training as needed.
NOTE: There is one position available, and this position will be filled at either the IT Network Engineer I (Job grade NB17), IT Network Engineer II (Job grade NB19) or IT Network Engineer III (Job grade NB21). This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Strategy and Planning
Collaborate with executive management and department leaders to assess near- and long-term network capacity needs.
Create and maintain documentation as it relates to network configuration, network mapping, processes, and service records.
Develop, implement and maintain policies, procedures, and associated training plans for network administration, usage, and disaster recovery.
Assist with the development of architectural strategy, including technology standardization and modernization of enterprise, data center and network security infrastructure.
Maintain ongoing communications with all network security stakeholders.
Assist in the development, implementation, testing and maintenance of the incident response, disaster recovery and business continuity plans.
Acquisition and Deployment
Design and deploy company LANs, WANs, and wireless networks, routers, switches, Virtual Private Networks (VPNs), Uninterruptible Power Supplies (UPSs), and other hardware.
Conduct research on network products, services, protocols, and standards to remain abreast of developments in the networking industry.
Oversee new and existing equipment, hardware, and software upgrades.
Interact with vendors, outsourcers, and contractors to secure network products and services.
Configure networks to ensure smooth and reliable operation to fulfill business objectives and processes.
Monitor network performance and troubleshoot problem areas as needed.
Ensure network connectivity of all servers, workstations, telephony equipment, and other network appliances.
Participate in network asset management, including maintenance of network component inventory and related documentation and technical specifications information.
Monitor and test network performance and provide network performance statistics and reports.
Participate in managing all network security solutions.
Manage and/or provide guidance to junior members of the team.
Maintain and enforce IT Operations and Network (OpsNet) strategy and standards, as developed by IT Management and the IT Architecture functions.

REQUIRED JOB QUALIFICATIONS:
Education and Training:
Bachelor's Degree in business, computer science or information systems or other related area.
Knowledge, Skills, and Ability:
Proven experience and success with LAN, WAN, WLAN, and WWAN design and implementation.
Proven experience with network capacity planning, network security principles, and general network management best practices.
Knowledge of designing and implementing core application services including Network Time Protocol (NTP), Domain Name System (DNS) and Dynamic Host Configuration Protocol (DHCP).
Strong network protocol knowledge including the use of first hop routing protocols, BGP, OSPF, EIGRP, and VXLAN.
Strong packet analysis knowledge.
Experience in day-to-day operations of a diverse network
Proven success in implementing network monitoring and instrumentation.
Strong skills in written and verbal communications, relating technical aspects to management and end-users.

Knowledge of North American Electric Reliability Corporation (NERC), Federal Energy Regulatory Commission (FERC), and Critical Infrastructure Protection (CIP).
Five (5) to eight (8) years of progressive related experience in networking. Note: The above requirements describe the experience and education qualifications for the IT Network Engineer III. Those with less experience will be hired at the level I or II job grade level.
Experience with Wireless network design and site surveys.
Experience with Public Key Infrastructure (PKI) and deployment with Hardware Security Modules (HSM).
Experience with WAN optimization technologies within Enterprise and Datacenter networks.
Experience with network access control solutions and 802.1 x authentications.
Must be able to demonstrate that he/she can perform all of the essential functions of the position.
Willingness to travel up to 20% of the time on an annual basis. (Possession of a current valid driver's license or ability to obtain).
Must be able to physically deploy switches, wireless access points, firewalls, and other networking devices.
